About this position

Part-time: 42 hours per fortnight

Salary: $37.4800 (Grade 14 Entry) to $43.1020 (Grade 14 Step 4) per hour plus superannuation.

Position details:

This position reports to the Environmental Strategies Coordinator and primarily provides specialist/technical service in the assessment of environmental impacts associated with development applications and planning proposals which have elements of complexity (composed of many parts that may be more conceptual than definite).

Primary function:

This role will provide specialist ecological advice in the assessment of ecological matters associated with development applications and planning proposals. This will include:

  • Review and assess environmental impacts associated with development proposals.
  • Review development applications and ensure sufficient information is provided to assess impacts on the environment as required by the Environmental Planning and Assessment Act,
  • Ensure development applications are prepared in accordance with the Biodiversity Conservation Act 2017
  • Review and assess the veracity of ecological surveys and reports submitted to Council as part of the development application process.
  • Ensure compliance with relevant environmental planning instruments such as Comprehensive Koala Plan of Management under SEPP44,
  • Preparing development consent conditions, and ensure consent conditions are met into the future including for large multistage development applications
  • Providing specialist ecological advice in the assessment of planning proposals for rezoning of land
  • Ensuring Vegetation Management Plans are prepared and implemented in accordance with Council guidelines.
  • Deliver a high level of service to Council and the community in the provision of specialist advice on ecological assessment, planning and biodiversity conservation.
  • Assist to implement projects and components of the Biodiversity Management Strategy for Lismore LGA.
  • Provide specialist ecological advice, reports and assessments to Council staff.
  • Assist Council in developing best practice ecological assessment processes.
  • Assist in developing, drafting and implementing land use planning policies.
  • Assist in managing projects within the Environmental Strategies section.
  • Promote ecologically sustainable development.
  • Provide specialist ecological advice on strategic planning matters.
  • Deliver all reporting requirements to statutory deadlines.
  • Undertake other duties as per operational requirements.

Conditions of Employment

Conditions of employment are in the Local Government (State) Award and relevant Council policy, procedures and agreements.

 Pre-employment Screening

A Pre-Placement Health Assessment shall be conducted prior to any offer of appointment and as part of the pre-placement health assessment candidates will be required to undertake a drug test.  Other screening processes appropriate to the role will be conducted including referee checking.

What do we need from you:

Qualifications and experience:

  • Degree qualifications in ecology, environmental science, natural resource management or a related field.
  • Experience in undertaking environmental impact assessment, preferably in a local government context.
  • Experience working with NSW and Commonwealth environmental legislation and policy
  • Training in the NSW Biodiversity Offset Scheme will be highly regarded
  • Experience in undertaking biodiversity surveys and GIS mapping shall be highly regarded.
  • Class C Drivers Licence.
