The National Security Policy Directorate (NSPD) sits within the National Security Group, Department of Prime Minister and Cabinet. NSPD provides policy leadership on crosscutting national security, intelligence, risk and resilience matters. Portfolios include Security and Intelligence Policy, Cyber Policy. Civil Defence Emergency Management Policy and the National Risk Unit.

Over the past six months NSPD has worked collaboratively as a team to develop a new business model that focuses on building team capability and prioritising resources across the wider directorate on cross cutting projects. This model is currently being embedded and offers a more dynamic agile environment for our policy experts. These new Team Manager positions play a critical role in supporting this new way of working through effective coaching and mentoring.

Team Managers will ensure the delivery of excellent policy analysis and advice on national security policy matters, as well as thought leadership on policy issues.

Each Team Manager has oversight of a particular policy portfolio - Security and Intelligence Policy, Cyber Policy or Civil Defence Emergency Management Policy. If you have a preference for one of these areas please indicate in your application, along with the specific experience related to this portfolio. Key responsibilities

• Set the strategic direction for the team
• Build the capability of the team to produce high quality advice and to enhance their knowledge, skills and behaviours across the policy project skills framework
• Partner with other policy experts to lead complex policy projects and programmes within the portfolio
• Support the operation of the National Security System during emergencies
• Provide leadership, advice and support directly to Ministers, ODESC, and ODESC boards on national security policy issues

• Experience in a policy environment and knowledge of the workings of government
• Sound judgement, organisational and political nous, critical and lateral thinking;

Eligibility requirements: To be eligible for this position, you must have been a NZ citizen for at least 10 years. Alternatively you must hold NZ Permanent Residence or hold a current NZ Residency Class Visa and have been a citizen of UK, USA, Canada or Australia for at least 10 years.

You must also be able to obtain and maintain a Top Secret Special (TSS) security clearance. Ordinarily to obtain this level of clearance candidates must have a 15 year checkable background in countries where meaningful and reliable checks can be undertaken. Where requisite checks are unable to be made, the candidate application may not be able to be progressed.
