About us

Education Infrastructure Service (EIS) manages one of the largest Crown property portfolios in New Zealand, composed of approximately 2,500 schools and over 8,000 hectares of land. It has a carrying value of $14.6b. EIS provides modern, safe and inspiring learning environments, supports effective use of information and communication technologies, and enables access to education through transport assistance.

We are seeking a Senior Policy Analyst, to provide high quality advice, help implement policy and engage with our partners to help us manage our diverse school infrastructure portfolio.

About the role

Reporting to a Senior Policy Manager, you will undertake moderately complex policy tasks that may be stand-alone or part of a larger or more intricate policy issue. Daily work covers the spectrum from trouble-shooting live issues at individual schools to involvement in proactive policy development projects.

Your work will be centred on strategic changes and improving our operational policies and their implementation. You'll have opportunities to contribute to long-term thinking about how best to improve the education property portfolio. You will prepare robust policy advice that is evidence-based, often working closely with our frontline school property advisors, capital works managers and procurement team. You will also be able to collaborate with other parts of the Ministry and other government agencies.

About you

You will ideally have at least two years' experience in either public policy, or in infrastructure (looking to move into policy) and a relevant tertiary qualification (Eg. law, public policy, resource management, economics, education, or other relevant disciplines).

You will also offer the following:

  • Demonstrated proficiency in public policy analysis, and the provision of advice to governments on economic, education, other social policy, or regulatory issues
  • An understanding of New Zealand's political, economic, cultural and social structures
  • Good oral and written communication skills, including the ability to present complex issues clearly, accurately and concisely
  • An understanding of New Zealand's education objectives including education's contribution to the economy
  • Awareness of, and sensitivity to, the cultural values and needs of ethnic communities
  • An understanding of the principles of Treaty of Waitangi, and their implications for the work of policy development is essential
  • Knowledge of New Zealand's machinery of government, Cabinet processes, and the principles of the Public Finance Act and the State Sector Act is desirable
  • Some property/ infrastructure interest or experience is desirable
