Due to an internal integration of our Infrastructure and Rail business units, we have an exciting new role that will sit across our Transport and Infrastructure portfolio for a Learning and Development Specialist – that will be responsible for our Apprenticeship/Traineeship Programs. This role has national coverage and reports directly to the Manager Talent and Organisational Development. 

As a business Downer recruit over 1000 apprentices a year into various projects across Australia and this role is key to ensuring the success of the program. The primary focus of the role is to design, develop, implement and manage the Apprenticeship and Traineeship framework & program across the Transport and Infrastructure Division.

Key responsibilities

• Develop and implement the Apprenticeship and Traineeship framework to support best practice and in line with industry standards
• Develop and implement an Apprentice and Traineeship Program to support participants and Operational Managers in the following key areas: recruitment, On-boarding, Mentoring, rotations of work and career pathways
• Identify, develop and assess programs, processes and methodology to ensure apprentices have the capability and competence to perform to the required skill level as determined by the learning program
• Provide coaching and mentoring to all apprentice/trainee Supervisors/Managers to enable them to proactively and successful support their employee through the apprentice/trainee program
• Identify, select and manage external providers, accreditation bodies and agencies to deliver the required training to the appropriate standards in the most cost-effective manner
• Provides a linkage between industry standards, training providers, employers and apprentices/trainee’s, and carries out specific related functions under the legislation and regulations respecting the designated trades and corresponding apprenticeship/traineeship programs
• Oversight of the progress of apprentice’s development/performance – and liaise with the applicable HR Business Partner/nominated manager where intervention is required.
• Establish relationships with the appropriate Apprenticeship/Traineeship support providers to ‘sign up’ apprentices (once selected) and ensure government financial support is received and allocated to the appropriate employing entity

About you

• Strong experience working with Apprentices and Trainees either through an Apprenticeship Centre, VET Education sector, or Jobs Network.
• Advanced knowledge of apprenticeship/traineeship system, legislation and regulations respecting the apprenticeship/traineeship programs and a working knowledge of postsecondary/VET education
• Ability to build and develop and successful framework for the program
• Ability to work in a face paced ever changing environment
• Strong stakeholder engagement skills to manage the apprentice program across the division and create relationships to have oversight of the program’s success/issues
• Ability to build and develop and successful framework for the program
• Certificate IV in Training & Workplace Assessment (Desirable, not essential)
