Contracts Specialist – FPSO

Our client requires a Contracts Specialist – FPSO to join their team in Perth.

This role is responsible for the following areas throughout the Project and execution phases of the Project FPSO development:

  • Conduct ongoing administration of contract activities for the selected FPSO FEED competitors.
  • Recommend the most appropriate EPCI contract compensation provisions regulating contractor activities; coordinate the development of the pricing tables to be included within the FPSO tender documents.
  • Execute tender enquiry preparation, evaluation, contract preparation and award to select the successful FEED competitor and execute a fully termed EPCI contract or an FPSO lease arrangement as selected by Company – Australia management.
  • Ensure that the successful EPCI contractor’s procurement activities are carried out in accordance with the contract, and that the contractor follows clear and transparent purchase order tendering and post-award processes for items provided under provisional sum and reimbursable procurement arrangements.
  • Provide FPSO execution contract management, variation order evaluation, contract close – out and final account/claims settlement.
  • Compliance with all relevant Company – Australia procurement policies and procedures.

Experience & Qualifications

  • Bachelors’ degree in Engineering, Finance, Business or equivalent.
  • Minimum of 10 - 15 years of contracting experience, including 10 years of major international oil / gas project contract tendering, evaluation, management and administration experience.
  • Minimum of five years of contracts and procurement administration experience in the execution of an offshore megaproject (installed cost in excess of USD 1 Billion).
  • Familiar with the use of proprietary and custom computer software systems used for supply chain control and collaboration (SAP, gCMS).
  • Highly effective communication skills, including the ability to develop and present management reports at all levels.
  • Demonstrated interpersonal/teambuilding skills.
  • Analytical/technical skills with a practical approach to problem solving.
  • Highly effective negotiating skills
  • Previous experience of working in Australia and knowledge of the Australian regulatory regime.
  • Previous contracts tendering and administration experience on FPSO scopes of work, either in EPCI or lease/operate contracting strategies.

 

Key Accountabilities

  • Ensure that the FEED competitors execute all contractual requirements in full accordance with the agreed terms and conditions, scope of work, compensation, schedule and other provisions as contained within the executed contracts.
  • Continue to develop contract terms and conditions, compensation philosophies, contract exhibits and negotiation strategies during the FEL3 to develop a fully termed contract – or lease – to provide for execution of the FPSO scope after project FID is attained.
  • Prepare CPMS and Supply Chain deliverables to facilitate the successful attainment of the AFE funding assurance gate and to comply with other corporate assurance documentation and reviews.
  • Administer the FPSO contract/lease after award throughout the engineering, procurement, fabrication, pre-commissioning, installation, hook-up and commissioning, and start-up activities as contained within the contract
  • Establish and maintain contract and procurement coordination with other Project functions, both within the FPSO project team and with other Project groups, to ensure that contractors comply with all stipulated

  • Contribute to revisions of the Project Execution Plan and Project contract strategy as the project progresses.
  • Ensure that all requirements of the project’s Australian Industry Participation Plan are fully addressed by the FEED and Execution contractors.
  • Collaborate with project, corporate, regional and local Supply Chain leadership to ensure concurrence and compliance with corporate policy.
