We need a "GUN" Project Manager - in our Tenders National Projects division to provide expert input into tenders for both shortlisting and tendering to win profitable work.

The intention is for the Project Manager to provide continuity for both the client, partners and HEB between the tender and project delivery team through transitioning into the project delivery of successful tenders.

Successful bids and profitable projects are well led with the right technical solution, best design personnel, efficient and effective design processes, good constructability input and appropriate innovation/risk profile, to ensure HEB's competitiveness and success in the civil construction business sector.

The Role:

  • Assist in the development of the bid strategy with key personnel in the organisation to identify the objectives for a successful tender.
  • Understand tender/contract documentation and correspondence in detail.
  • Manage the development of the detailed construction methodology and programme including using both your own construction experience and the experience of other experts within HEB. On large tenders this may include the management of other construction based personnel and
  • Prepare construction methodology pricing packages to allow the preparation of first principles prices based on clear detailed construction methodology.
  • Prepare recommendations for internal HEB JV arrangements and gain agreement with relevant General Managers.
  • Assess the required resources for the delivery of the project to allow the development of the organisation structure and pricing of on-site overheads for tenders.
  • Review the development of first principles prices for a tender based on experience in project delivery.
  • Lead the planning and delivery of interactives as required for tenders.
  • Input in the assessment and identification of risk through the tender to ensure an appropriate risk allowance is made in the tender sum.
  • At times the Project Manager may be responsible for managing a bid or for the development of first principles price elements for review by others.
  • Plan and prepare transition plans from tender to delivery to facilitate an efficient commencement to the project.
  • Lead the tender handover to the project team for successful tenders. Where appropriate this could involve transitioning onto the project.
  • Utilise HEB people initiatives (e.g. performance management, career development) to maximise performance and employee engagement. Monitor and evaluate staff and suppliers to identify and address areas of concern and/or mitigate risks to delivery wherever possible.
  • Contribute industry experience and knowledge to add value within the business unit to ensure the achievement of HEB Health, Safety, Quality, and Environmental, vision and goals.
  • Ensure the requirements for the successfully delivery of HSE&Q during a project is understood and integrated in tender methodologies.
  • Build and maintain close effective relationships with clients and their representatives to ensure open communication channels and trust.

The Candidate:

  • Significant experience in project management of large civil infrastructure projects.
  • Detailed understanding of construction sequences, programming and methods.
  • Proven experience in the leadership of technically diverse teams, building culture of safety, innovation, trust and loyalty
  • Relevant tertiary qualification - e.g. Civil Engineering or equivalent experience.
  • Leadership - Experienced leader, able to coach and mentor others to be effective leaders. Able to inspire and engage a diverse team.
  • Able to clearly articulate vision and purpose. Actively listens and seeks feedback from others. Provides constructive feedback and support to peers and direct reports.
  • Project management skills - clearly understands how to successfully manage a project to meet HEB objectives.
  • Outstanding negotiating skills - works with others to identify motivations and influencing factors. Optimizes outcomes to ensure win-win solutions with a long term relational (rather than transactional) approach.
  • Effective Decision Making - Identifies risks and knows when they have enough data to make a sound decision and act within a changing environment. Recognizes wider context and how decisions impact on whole systems
  • Commercially astute, looks to ensure decisions and activities are aligned with the National Projects business goals. Coaches and mentor's others in appropriate risk and opportunity assessment and fiscal responsibility.
