About the role

Job description:

The Proposals and Tendering Manager will be responsible to ensure management of commercial bids in order to optimize and coordinate the tendering/RFQ process, working closely with Area Tendering Manager and team .

The successful candidate will act as focal point for tender/RFQ communication with clients ensuring client requirements are carefully reviewed and captured, and that all documents, clarification requests and responses are delivered specifically and punctually.

Key Accountabilities

  • Develop the Proposal Plan
  • Organise and hold the bid kick-off meeting
  • Define the bid cost structure, with the support of the Estimator
  • Manage the interfaces with Partners and Client
  • Ensure definition of the scope of work of each party involved in the bid
  • Analyse Contract requirements and conditions
  • Ensure definition of the cost estimates developed by the Estimator
  • Approve the cost estimate of internally performed activities developed by the Estimator and based on the evaluations made by the other technical/procurement departments (engineering, procurement, assets management)
  • Approve the preliminary project cash flow developed by the Estimator
  • Ensure the definition of project organisation, overall project schedule, overall execution plan, overall resource plan
  • Ensure the integration of proposal packages prepared by the individual Operating Companies and Proposal Partners (if any) and reconcile possible discrepancies
  • Ensure the preparation of Cost Closure Reports
  • Ensure the submittal of the Proposal to the Client
  • Manage the post-bid clarification phase with the Client
  • Lead, if so delegated, negotiations with clients to reach an agreement on the commercial, contractual and technical aspects of the Proposal
  • Prepare the Proposal Close-out Report
  • Ensure that Risks Analysis is correctly applied, guaranteeing through ROBS (Risks and Opportunity Breakdown Structure) the definition of the risk register through the Risks and Opportunity methodology application

Skills and experience

Professional Qualifications
-  Diploma/Degree in Business, Engineering, Economics or related discipline or experience.

Knowledge, skills and experience

  • Intermediate/advanced level of Microsoft Office package
  • Excellent communication and negotiation skills with good approach to different audiences, and adaptable assertive skills
  • Excellent proposal writing skills including editing and proof-reading large documents
  • Proven experience in Oil & Gas sector, in particular in Offshore projects development
  • Knowledge of key principles governing the management of a typical EPCI and T&I Offshore development and production project, such as planning and control, contract change management, interface management, material procurement lifecycle, engineering and risk assessment
  • Ability to analyse engineering documents,  Instruction to Tender  and subcontractor documents,  identifying critical areas in terms of cost/time
  • Ability to handle Tender and Proposal Documents, clarifications, with high standard level of delivery in presentation
  • Ability to liaise with institutions, clients and the network of suppliers and subcontractors operating in the projects in optimal way
  • Integrity and consistence with organizational values and critical confidentiality of the activity
  • Outstanding time management
  • Ability to work unsupervised and within a diverse and multi-location  teams, showing initiative and self-motivation

  • Required to be flexible in working extended hours as needed to meet tender requirements.
  • Required occasional travel overseas
