ICT Project Manager – NSW Government Department

• The Service Transitions Directorate oversees and implements the ICT Service Transitions Program from business case development through to completed transition.
• The Project Manager is responsible for the effective and efficient management of the deliverables within the project within the agreed timeframes, budget, quality and resources to deliver the organisations objectives.
• The initial focus of the project will be to deliver the Due Diligence phase of the project, including engaging and assuring quality from the primary supplier, engaging and coordinating across a complex customer landscape and ensuring appropriate internal governance and review of deliverables.
• The Project Manager may lead small to medium sized teams & resources (both direct and in-direct reports) to realise an important component of the Program functionality.
• The role and responsibilities are to be carried out in a manner that is consistent with the mission, values, customer promise, strategic priorities, performance goals, delegations, policies, procedures and operations systems of the Department, and in line with Code of Conduct and the Capabilities required to perform this role competently.
• The accountabilities outlined below indicate the scope of the position.  The incumbent may be asked to perform job-related tasks other than those specifically stated in this description.

• Integration and balance of the overall project management functions of scope, time, cost, quality, human resources, communications, risk and procurement to deliver the project objectives that are aligned with organisational goals, strategies and objectives.
• Agreed scope of the project and managing the application of project scope controls.
• Management of the deliverables and dependencies of the project.
• Vendor management to ensure deliverables, designs and solutions are highly available and scalable.
• Development, implementation and maintenance of the project schedule to deliver the project within agreed timeframes, resources and budget.
• Identification, analysis and refinement of project costs to produce a budget, utilise this budget as the principal mechanism to control project cost.
• Ensuring compliance with the financial management principles and policies.
• Quality of projects including determining quality requirements, implementing quality assurance processes, and using review and evaluation to make quality improvements in current projects and recommending improvements for future projects.
• Human Resource Management (HRM) within projects including planning for human resources requirements, identifying and co-ordinating any project specific training and education, monitoring project staff performance and managing the project team and stakeholders.
• Communication that links people, ideas and information at all stages in the project life cycle. This includes managing the timely and appropriate generation, collection, dissemination, storage, evaluation and disposal of project information through formal structures and processes to facilitate the achievement of project objectives.
• All project reporting requirements, complying with NSW project management principles and practices and ensuring escalation and management of all project risks, issues and change controls.
