This person will be responsible for the management of both shortlisting or a tender to win profitable work. Successful bids and profitable projects are well led with the right technical solution, best design personnel, efficient and effective design processes, good constructability input and appropriate innovation/risk profile, to ensure HEB's competitiveness and success in the civil construction business sector. THE ROLE:

  • Manage the development of the bid strategy with key personnel in the organisation to clearly identify the objectives for a successful tender.
  • Identify the required resources for a tender and then ensure the team is clear on roles and responsibilities.
  • Establish a tender budget and control the delivery of the tender to this budget.
  • Understand tender/contract documentation and correspondence in detail to ensure the tender reflects the requirements of the documentation.
  • Establish and manage the tender review process ensuring close out of all actions and final authority is received for submission of tender.
  • Assist in the establishment of commercial relationships with teaming partners and sub-contractors including consultants.
  • Manage and review the development of the detailed construction methodology and programme including using both your own construction experience and the experience of other experts within HEB.
  • Coordinate and review the development of first principles prices for a tender.
  • Utilise HEB people initiatives (e.g. performance management, career development) to maximise performance and employee engagement. Monitor and evaluate staff and suppliers to identify and address areas of concern and/or mitigate risks to delivery wherever possible.
  • Contribute industry experience and knowledge to add value within the business unit to ensure the achievement of HEB Health, Safety, Quality, and Environmental, vision and goals.
  • Review and monitor compliance and future customer trends and recommend HEB positioning, intervention, or leverage for improvement in bid/ business performance in HSE&Q.
  • Identify and understand customer motivations, objectives, and required outcomes; ascertain and optimise mutual benefits between HEB and customers. Promote HEB differentiators and superior value from competitors.
  • Grow and enhance personal reputation with key stakeholders including the HEB and Vinci Engineering community to establish effective working relationships for the benefit of HEB and their customers.
  • Act as an internal consultant for other HEB managers and leaders to share critical information and insights and encourage solutions which enhance and consolidate ongoing external relationships.

THE CANDIDATE:

  • Significant experience (>10 years) in preparation of cost estimates for tenders for civil infrastructure projects.
  • Detailed understanding of construction sequences, programming and methods.
  • Proven experience of technically diverse teams, building culture of safe innovation, trust and loyalty
  • Proven expertise in use of estimating software packages
  • Relevant tertiary qualification - e.g. Civil Engineering or equivalent experience.
  • Leadership - Experienced manager, able to coach and mentor others to be effective leaders. Able to inspire and engage a diverse team. Encourages learning and capability growth. Takes responsibility for own continuous development.
  • Able to clearly articulate vision and purpose. Actively listens and seeks feedback from others. Provides constructive feedback and support to peers and direct reports.
  • Outstanding negotiating skills - works with others to identify motivations and influencing factors. Optimises outcomes to ensure win-win solutions with a long term relational (rather than transactional) approach.
  • Effective Decision-Making capability
  • Commercial savvy - Commercially astute, looks to ensure decisions and activities are aligned with the National Projects business goals.
