Background

Breakfast Point Community Association is incorporated under the Communities Titles Legislation and is responsible for the control, management, and maintenance of Association property. Breakfast Point is located adjacent to the suburb of Mortlake and to the Parramatta River and is made up of more than 2000 residences comprising free standing houses, town houses and apartments. Community assets include large landscaped open spaces, Country Club, Community Hall, and an administration building.

The Facilities Manager will be responsible providing a safe and attractive environment for all stakeholders. This is to be done giving due regard to the Community Association's vision, goals and objectives. 

 

Reporting Relationship

Facilities Manager will report to the Community Association Executive Committee. S/he will work closely with the Chairman, treasurer on financial matters and the Assets and Standards Sub-committee.

Duties and Role Responsibilities

This is a wide-ranging role which can be expected to change from time to time. The duties and responsibilities include, but are not limited to the following:

  •  Management and presentation of all grounds and gardens to highlight Breakfast Point.
  • Comply with applicable Work Health and Safety laws
  •  Assist with the development of scopes of work for maintenance and service contracts and present to Community Association
  • Prepare and seek tenders for service and maintenance contractors and make recommendations
  •  Liaise with maintenance and service providers
  •  Establish and maintain a schedule of tenders
  •  Review of invoices received from any maintenance and provider contract prior to processing of payment
  •  Ensure maintenance and provider contractors comply with Work Health and Safety laws 
  • Provide advice to the Community Association if repairs to Community assets are required which are outside of maintenance and provider contracts
  • Provide bi-monthly reports to the Community Association about the performance of agents, contractors, or employees of the Community Association
  • Carry out regular inspections of Community assets with contractors and their employees and report in regards to future maintenance and improvements to the Community Association particularly with respect to possible cost savings
  • Establish and maintain registers, records, and databases of assets, including stock held of consumables and fixed plant being held and that all the information is readily accessible to the Community Association Executive Committee
  • Carry out monthly inspections/audits of all Community assets, plant and equipment and follow up any issues that arise with relevant contractors
  • Promptly report to the Community Association any hazards or dangers within Breakfast Point which come to the attention of the Facilities Manager
  • Keep maintenance records of malfunction of plant and equipment
  • Arrange for and supervise the maintenance and upkeep of all landscaped areas according to the requirements of the Community Management Statement 
  • Immediately advise the Community Association about correspondence, reports, enquiries, and complaints received regarding Community assets
  •  Attend Community Association meetings
  •  Assist in the formulation of by-laws, rules, regulations, procedures and policies relating to the Community Scheme.

 

Competencies and Personal Attributes

  • Experience in the management of building construction and maintenance   
  • Excellent project management skills
  • Ability to liaise professionally with members of the Community, contractors, and external authorities
  •  Understanding of and experience in budget processes and financial controls 
  • Confident, flexible, practical, 'can do' approach
  • Ability to make considered but prompt decisions and a willingness to work in a consultative and transparent manner
  • Strong interpersonal shills
  • Excellent written and oral communication skills
  •  High regard for confidentiality and loyalty
  •  Ability to independently and be self-motivated
