About us
Justice Health is the business unit of the Department of Justice and Regulation that is responsible for the delivery of health services for offenders and young people in Victorian prisons and Youth Justice Custodial centres. It is also responsible for the delivery of rehabilitation services in Youth Justice Custodial centres and for those young people on community based orders.
Justice Health establishes contemporary policies, research, quality standards and performance monitoring frameworks to ensure effective delivery of services and robust oversight of clinical risk management.
Justice Health is also responsible (in partnership with the Department of Health and Human Services) for system reforms and service improvements to the provision of forensic drug and alcohol treatment and mental health treatment for offenders and young people on community based orders.
About the role
As the Director, Health Policy and Strategy, you will be responsible for the provision of strategic, evidence-based advice and recommendations, and act as an authoritative source of critical advice which drives decision making in relation to policies for health/mental health services and alcohol/drug treatment across the adult and youth custodial environments.
You will lead system reforms and service improvements to treatment for offenders and young people on community based orders, including reviewing and providing complex advice with respect to service provision for offenders from a broader government reform agenda.
In addition, you will develop and drive effective senior relationships within government and non-government sectors to integrate and coordinate health policy recommendations to improve service delivery, as well as prepare and coordinate detailed and complex reports and briefings, respond to Parliamentary questions, correspondence, undertake research and lead projects relating to health service provision for offenders and young people.
This opportunity is at Executive Officer (EO3) level, fixed-term for up to five years, and based at 80 Collins Street, Melbourne.
About you
As our ideal candidate, you will have:
- significant experience in managing projects and influencing policy development with high level impacts, through partnerships with people across multiple business areas, functions and departments
- a proven track record in developing innovative solutions and strategies to complex problems through the application of strong conceptual, analytical and problem solving skills
- extensive management experience and a significant record of achievement in the development, implementation and ongoing management of strategic policy and major related projects, with particular emphasis on health service delivery, drug and alcohol treatment, and mental health treatment
- highly developed relationship building and stakeholder management skills, with a track record in building and maintaining successful partnerships with a broad client base, including portfolio and central agencies and service providers
- a strong reputation for having authoritative knowledge of current health policy direction, research and issues within the criminal justice, youth justice and adult corrections systems and the needs of young and adult offenders requiring alcohol and other drug treatment, health and mental health services.
