The opportunity

We have an exciting opportunity for a Senior Manager Program Coordination to be a part of our Regional Planning and Programs team within Roads and Maritime Services. Reporting to the Director Planning & Programs, this position plays a key role in managing and overseeing the coordination, reporting & analysis, assurance and supports the administration of the portfolio of all Programs and Projects within the Regional and Freight Division.


Key accountabilities
  • Lead and oversee the coordination of current and forward year program requirements and pipelines, across a portfolio of complex programs & projects, including planning, risk management & analysis, assurance, reporting and provision of program development and administration support.
  • Provide expert advice, guidance and information to Division Program and Project teams on establishing effective program structures and controls to ensure compliance with, and meet the expectations of, key stakeholders such as TfNSW, CRS and Federal Government.
  • Ensures consistency of approach to Program governance and financial management, and drives the identification, development and monitoring of continuous process improvements to ensure accurate and timely response to advice, information and reporting requirements.
  • Establishes effective portfolio Governance systems and mechanisms (such as Terms of Reference, cadence, procedures and protocols) to set programs and projects up for success. Ensures they are effectively deployed, available and accessible across the Division.
  • Develop and manage the process for analysing risks across the Regional Planning and Programs portfolio, in order to ensure effective and timely escalation and mitigation strategies are established.
  • Analyse performance across the portfolio, reporting on areas of potential risk, and emerging program and project issues presenting recommendations to support delivery in line with established plans, budgets, timeframes, policy objectives and other divisional priorities, and identification of areas of improvement.
  • Develop Regional Planning and Programs Division capability in implementing robust financial management processes, providing information and advice to ensure programs and projects are able to produce accurate, high quality financial data and reporting.
  • Lead the Program Coordination team, effectively manage performance and development to ensure delivery to required Branch and Divisional stakeholder expectations.
 

We are looking for a reliable Project Manager with demonstrated knowledge and experience in management of end-to-end Program life-cycle, including governance, planning, reporting and assurance. Relevant tertiary qualifications or demonstrated relevant, equivalent professional experience is essential. Experience working with multi-disciplinary projects, dealing with complexities of multi-disciplinary teams, assets and complex budget allocations will need to be demonstrated. The key to this role is the ability to lead and influence others and manage stakeholder relationships at all levels. It is an environment where the successful candidate will need to plan and prioritise across a complex portfolio and program of interdependent projects.

Essential requirements

  • Relevant tertiary qualifications or demonstrated relevant, equivalent professional experience.
  • Demonstrated knowledge and experience in management of end-to-end Program life-cycle, including governance, planning, reporting and assurance.
  • Proven experience working with multi-disciplinary projects, dealing with complexities of multi-disciplinary teams, assets and complex budget allocations.
  • Demonstrated ability  to  supervise others and to form  partnerships  with  key  stakeholders  to  effectively  navigate  complex issues, to achieve goals and collaborate with multidisciplinary and often regionally dispersed stakeholders.
  • Demonstrated experience in management and maintenance of the integrity of data and structures within complex, integrated financial management systems and excellent computer skills particularly in complex spreadsheet and database applications.
