About the role
An exciting opportunity has arisen to be part of the dynamic and changing environment at City of Prospect. With significant medium density development occurring within Prospect’s Urban Corridors, a new position of Development Officer Compliance has been created. The Development Officer Compliance is responsible for development compliance involving the handling of planning and development related complaints such as unauthorised changes of use and unauthorised development as well as development that is not consistent with development approvals. Collaboration, communication and creativity will be key traits needed in this role.
The Prospect community has a keen interest in the quality of development occurring in the Urban Corridors, so the ability to build, manage and maintain key stakeholder relationships within the development sector and community will be vitally important.
The Development Officer Compliance is responsible for development compliance including the handling of planning and development related complaints such as unauthorised changes of use, unauthorised development and development that is not consistent with development approvals.
The Development Officer Compliance will carry out proactive and reactive inspections of land where development is proposed, in progress or completed to ensure compliance with approved plans and conditions of approval, focusing on development within Council’s Urban Corridors Zone. They will also respond to complaints and resolve outstanding development compliance matters relating to changes of use or illegal building work.

Successful candidates must have:
- Demonstrated skills in planning and development compliance, enforcement and/or investigations based on sound abilities to read and interpret plans, technical documents, reports and legislation
- Effective communication and interpersonal skills, strong across both written and verbal channels, with the ability to communicate with a wide range of individuals both on a personal and telephone level
- Detailed knowledge of legal processes and systems with regards to the Development Act 1993, Expiation of Offences Act 1996 and Local Government Act 1999 including as they relate to development compliance practices and principles.
- Knowledge of legal processes and systems with regards to the Land & Business (Sale & Conveyancing) Act 1994, including as they relate to the development support functions, practices and principles
Qualifications/Experience in the following:
- Tertiary qualifications in a relevant discipline such as urban and regional planning or similar
- Experience in investigating, reporting and presenting information for court-related matters
- Demonstrated negotiation and conflict resolution skills
- Prior experience working in a Local Government setting
- Demonstrated experience in dealing with difficult customers
