We are currently seeking a Signalling Tester In Charge (TIC) for work on our Level Crossing Removal Project. This large-scale project will benefit train users, pedestrians, cyclists and drivers by improving safety, reducing congestion and enabling more frequent train services.

In this role, you will effectively coordinate the Testing & Commissioning process for the signalling being delivered as part of the CTD Project to ensure safety, time, cost and environmental objectives are achieved.

Accountabilities:

• Manage projects such that the integrity of the signalling system is not compromised during the project.
• Oversee delivery of signalling test and commissioning tasks to the agreed time, cost, quality and performance requirements.
• Ability to understand the relevant acts, regulations and standards applicable to projects, including a role of monitoring Contractual works and safety requirements.
• Contribution to the overall improvement of signalling generic testing procedures.
• Regularly reporting test and commissioning task progress and status.
• Production and implementation of test and commissioning documentation deliverables.
• Ensure that all test results are documented within project specific and relevant documentation.
• Direct and supervise testing resources associated with the project.
• Review test results to confirm successful testing completion.
• Identify and report project scope changes during test activities.
• Develop signalling and related system test programs and documentation in accordance with contract and industry practices.
• Maintain robust engineering/technical submission processes & procedures.
• Develop a detailed testing and commissioning strategy document for each commissioning.
• Interface to stakeholders and end users within the rail operator engineering, operations and infrastructure to ensure T&C strategy is agreed and issues and risks resolved out quickly.
• Enforce the application of railway testing and quality assurance requirements.
• Establish standard project controls for testing deliverables; requirements matrix, test submittal log, schedule (testing activities).
• Proactively manage designer decisions with relation to system & subsystem testing.
• Maintain the flow of required information to any design consultant in a timely and complete manner
• Review design submittals provided by design consultant for impact analysis on testing and for signalling principle adherence.
• Establish and chair test readiness meetings with both consultants and in-house staff to review progress and submissions.
• Act as the test liaison officer between consultants and other design staff engaged on any project

To be successful in the role, your previous experience will include:

• Tertiary qualification in Engineering admitting to corporate membership of the Institution of Engineers Australia.
• Victorian Railway competency as a tester in charge (preferred) or lead tester.
• Sound experience in engineering principles of planning, report preparation and scheduling.
• Sound in experience in multi disciplinary rail projects.
• Ability to apply the conditions of the project contractual terms, documentation, and tendering bid process.
• Ability to communicate effectively with all levels of management and staff (verbal and written).
• Ability to follow occupational health, safety and environmental procedures in the rail industry.
