HRIS Program

The HRIS team comprises a team of collaborative cross agency resources with the prime purpose of delivering both Payroll and Human Capital Management Solutions to meet the requirements of the Queensland Fire and Emergency Services, Office of the Inspector-General Emergency Management, Queensland Ambulance Service and Queensland Corrective Services.

About the Role

As a Principal Business Analyst, you will provide specialist strategic and expert business analysis skills both with the Program of Work and to Government agencies impacted by the delivery of the HRIS, primarily in the area of technical and business process change solutions.

The role will be responsible for working with the public safety agencies to lead the ongoing development and documentation of business processes and procedures, design, configuration and business case modelling for the Human Capital Management (HCM) project, undertaking of business analysis consultancies and understanding of user requirements and operational governance.

The HRIS Program is seeking a suitable applicant with a demonstrated background in functional analysis and implementation of Human Capital Management (HCM) solutions.

Key Responsibilities

Reporting to the Program Director, HRIS Program your key accountabilities will include:

  • Analyse, develop and recommend solutions to business problems by performing expert business analysis activities (e.g. Scoping, Acceptance Criteria, Test Strategies, Gap Analyses, Requirements Traceability) using appropriate modelling, analysis techniques, tools and standards.
  • Scope, estimate and plan activities for the Human Capital Management project. Modules including Learning Management (LMS), Workplace Health & Safety (WHS), Performance and Goals, Succession and Development, Recruitment and On-boarding. Provide strategic advice on impacting changes to the program of work.
  • Lead agency workshops, document and manage the outcomes resulting from these workshops.
  • Assemble and present business requirements, functional specifications, project statements and various other required project artefacts
  • Manage and build relationships with multiple stakeholders (and multiple levels of seniority) from Government agencies and partnering vendors.
  • Research and prepare a variety of high quality reports, submissions, presentations, briefing notes and correspondence.
  • Maintain own professional development whilst contributing to a learning culture with the aim of achieving best practice project delivery through enhancing the capabilities of other project staff.

Key Requirements

Candidates will be assessed against their ability to do the following:

  • Define and document business requirements and gap analysis criteria for ICT enabled business change initiatives.
  • Plan and manage the delivery of products and artefacts for the project to ensure successful on-time delivery.
  • Identify, develop and maintain effective stakeholder relationships, including relationships with other agencies and industry.
  • Demonstrate and apply your knowledge of business process methodologies and practices (such as business process modelling).
  • Work collaboratively within the project team, particularly with cross-agency stakeholders and subject matter experts.
  • Communicate project requirements and outcomes, both in writing and orally.
