This is an exciting and diverse position based on the APY Lands. 

Reporting to the General Manager, this position is responsible for leading and managing the administration of the Community Development Program on the APY Lands (Region 19) to ensure effective service delivery in line with contractual requirements set out by PM&C.

Through effective leadership, this position will ensure that all contractual, participation, performance and employment targets are met. The position will also be responsible for developing and monitoring financial targets of the program. This position will be responsible for establishing and maintaining partnerships and relationships, and ensuring participants are being supported to gain sustainable employment.

Contract and Program Compliance

  • Demonstrated experience in remote employment services programs, preferably in delivery of the Community Development Program (CDP).
  • Demonstrated experience in achieving contractual KPIs, performance standards and contract compliance as per government funding agreements.
  • A comprehensive understanding and knowledge of the CDP guidelines, CDP provider contractual compliance and obligations and CDP IT system (including the ability to generate and interpret CDP data and reports), is highly desirable.

General Management and Finance

  • Proven experience at a senior management level including well-developed management, planning, time management and organisational skills to manage competing deadlines, balance relationships and maintain compliance within government funding operational guidelines.
  • Solid experience developing and monitoring financial performance and budgets in an employment services context.
  • High level computer skills and ability to use MS Office (Word, Excel, Outlook) and ECSN- CDP IT system.
  • Demonstrated administration skills including ability to prepare quality written reports, minutes, briefings, plain language community information tools and other materials as required.
  • High level communication and negotiation skills including the ability to build rapport and work effectively with multiple stakeholders, engage in sensitive discussions and negotiations, reconciling different points of view, and the ability to run public meetings.
  • Excellent cross-cultural communication skills and ability to provide a culturally informed and relevant work environment and service framework in a remote Indigenous community’s context.
  • Ability to exercise discretion and good judgment working with complex issues in remote Indigenous Communities.
  • Strong problem solving and decision-making skills to deal with complex situations and make recommendations to the General Manager.
  • Hold regular meetings (monthly) with PMC contract manager to monitor program compliance and performance.

Staffing and HR

  • Demonstrated people management and supervision skills and experience in building, managing and motivating a front-line operations team, including the ability to manage a team that is geographically dispersed.
  • Demonstrating experience in setting team and individual KPI’s in line with the program KPI’s to achieve high levels of performance and ensure program targets are being met.
  • Demonstrated knowledge of and experience in implementing effective WHS systems.

Other

  • Experience and/or knowledge of Aboriginal culture and communities and demonstrated ability to work effectively within Aboriginal communities.
  • Ability and willingness to work in a demanding environment with logistical challenges and where things can change on short notice 
  • Current Drivers Licence (preferably manual) and ability to safely drive a vehicle on unsealed remote roads.
