One of our clients based at Parramatta, is looking for a Senior Town Planner to join their busy team for 12 months.

The Senior Planner assists the Senior Manager Property Strategy & Planning by providing planning advice and policy formulation to ensure that RMS has state wide consistency in land management. They assess and determine a range of often complex development proposals and environmental assessments, including in the capacity of RMS as a consent authority. Provide strategic environmental planning analysis and advice, as directed by the Senior Manager, on complex property and infrastructure development projects and programs where RMS is the landowner including the development of concept and precinct plans, environmental planning instruments and the conduct of environmental assessments by other consent authorities and planning authorities. This unit has responsibility for the strategic management of RMS property assets, an important part of which is the identification and formulation of surplus properties for the RMS sales program.

The successful candidate will:

 Undertake detailed assessments and determinations of development applications where RMS is the consent authority, taking into account Government policy settings and all legislative requirements, plans, policies and guidelines relevant to the consent authority role of RMS

 Discuss and negotiate the suitability and requirements for modifications of development applications with applicant.

 Liaise with local Council and other government agencies on activities that will achieve optimum return on management of property assets (for examples DA, re-zonings, boundaries etc.) This is an integral part of the strategic management process for RMS.

 Identify current and future property usage and development strategies and plans consistent with RMS policy, develop and manage the preparation of master and precinct plans, rezoning, surveys and boundaries to deliver an incremental value add to the property or reduce cost for project teams.

 Provide strategic planning advice on property and infrastructure developments projects and programs on RMS land, including input to the development of precinct and master plans, and monitor and assess the need for modifications to planning instruments and guidelines to better serve the needs of the community and Government policy directions.

 Represent RMS in external planning and development and related committees and forums.

 Provide sound advice, guidance and professional leadership to the Planners in undertaking project tasks to support the achievement of project milestones and to ensure project outcomes are delivered.

 Assist the team by ensuring that data in the Property Information Management System is updated regularly and is of appropriate quality to enable RMS property assets to enable better decision making, accurate reporting and meeting auditing requirements.

Essential criteria:

 Relevant tertiary qualifications in urban and regional planning, combined with qualifications and/or relevant experience real estate, property or real estate valuations

 Proven and substantial experience in environmental assessment and planning, in the determination of development proposals within a consent authority, and in the provision of strategic planning advice, including the provision of advice on the development and application of environmental planning instruments.

 In depth knowledge and high level practical understanding of the NSW planning system, planning legislation and interplay with natural resource management.

 Proven experience in working with contentious and complex statutory planning issues.

 Highly developed analytical and problem solving skills for application to the resolution of property development, infrastructure and services, navigation, engineering, public access and safety and natural resource issues.

 Demonstrated high level communication and inter-personal skills including the ability to influence, negotiate and present on highly sensitive issues and deal sensitively with significant commercial and community interests and other senior State and local government officers.

 Proven management ability with a demonstrated record of achievement in an operational environment, including capacity to deliver innovation and results in a regulatory environment.

 Current knowledge of RMS (Maritime) and broader Government policies and legislation relevant to planning and property and infrastructure development.
