This is a great development opportunity for an up and coming commercial lawyer with strong experience and interest in contract law. The Legal Officer is responsible for assisting the Legal Manager in coordinating and managing Health Purchasing Victoria’s (HPV’s) legal, governance and risk management functions.

About HPV:

Established in 2001 to improve the collective purchasing power of Victorian public health services and hospitals, HPV achieves best value outcomes in the procurement of health-related goods, services and equipment through 58 contract categories.

We work in partnership with public hospitals and health services to understand their requirements, facilitate large-scale tenders and manage common-use contracts on behalf of the state. HPV also takes a lead in identifying and evaluating opportunities for collective procurement and projects that enhance public health procurement capability.

HPV is responsible to the Minister for Health and works closely with the Department of Health and Human Services. HPV is an independent statutory authority under Section 129 of the Health Services Act 1988. As HPV continues to grow its value under contract and expand into non-clinical and greenfield contracts, our aim is to advance safe, affordable and sustainable healthcare.

About you:

You are a talented professional with experience in commercial law looking for an opportunity to provide in-house legal advice and services to support effective business practices.  

Legal Officer Key Functions

This role comprises the following primary areas of responsibility:

  • Provide practical and strategic advice on legal and policy issues, including advice in regards to the tender process and contract law.
  • Assist in contract drafting and negotiations while demonstrating commercial acumen and an appreciation of government decision-making principles. 
  • Assist in the promotion of corporate governance and risk management principles across HPV.
  • Establish and manage strong relationships with key internal and external stakeholders.
  • Conduct investigations by reviewing complaints, identifying issues, obtaining evidence and drafting comprehensive investigation reports with findings and quality improvement recommendations

Key Selection Criteria

  • Qualification in law and relevant practitioner experience
  • Demonstrated experience in procurement law and drafting and negotiation of commercial agreements
  • Exposure to investigations and process for assessing requests for information, including requests under the Freedom of Information Act
  • Awareness of systems that support corporate governance and risk management
  • Strong interpersonal, engagement and relationship building skills with a proven ability to provide an excellent standard of customer service
