Reporting to the Senior Manager Risk & Compliance, this role will be directly responsible for developing robust frameworks, processes and systems for identification, management and monitoring of compliance obligations and controls across the organisation. Classified as a “Second Line of Defence” role within the prudential framework, this role remains independent from other business units within the organisation. 

The key responsibilities of this role will include but not be limited to the following:

• Leading the implementation of key elements of the Credit Union’s compliance management framework including the update and amendment of key compliance related policies, processes and activities.
• Supporting and enhancing Credit Union SA’s key control library as it relates to legislative obligations.
• Being a key subject matter expert (SME) on the enterprise risk management system, providing direction and support to Line 1 when using this system as/when required, and supporting the Operational Risk Manager and Senior Manager, Risk and Compliance in the successful implementation of an obligation and control library housed within the ERM system.
• Supporting the Senior Manager Risk and Compliance to lead and implement any broader compliance management frameworks as required.
• Designing and maintaining a framework for reviewing, updating and monitoring risk and compliance obligations and controls which will be used by the Risk and Compliance team with Line 1 to develop and enhance their control assessment procedures.
• Participating in and/or leading regulatory/process change project teams and working groups as required.
• Developing compliance training material and delivering to all staff as required.
• Performing compliance assessments over all incidents, with escalation of any significant matters to the Senior Manager, Risk and Compliance.
• Providing Line 1 ad-hoc support and guidance on their risk and compliance queries.
• Working with the Operational Risk Manager, to provide independent insight into:
- The adequacy of the control self-assessment program undertaken by Line 1;
- The successful embedment of regulatory change initiatives; and
- Upcoming regulatory changes likely to impact the Credit Union.

The successful candidate will possess significant experience in an enterprise risk or compliance role and would also preferably need to have experience in the financial services industry. 

Other attributes the successful candidate will need to possess will include the following: 

• Significant experience in a reporting and policy driven function.
• Detailed knowledge of and the ability to interpret the Corporations Act 2001 (Cth), the APRA Prudential Standards including but not limited to CPS220 Risk Management, CPS232 Business Continuity Management, and APS114 Capital Adequacy – Standardised Approach to Operational Risk and Anti-Money Laundering and Counter Terrorism Financing Act 2006.
• Knowledge of, and ability to implement, the various Australian/International standards relevant to Credit Union’s operations, in particular the international standard on risk management ISO 31000.
• Strong understanding of financial services systems and processes.
• Strong interpersonal and influencing skills with the ability to work independently to achieve required results.
• Strong verbal and written communication skills.

The Compliance Manager role will have a high level of autonomy and the incumbent will expected to plan their own work program within corporate objectives and ensure that organisational objectives are met within Board risk appetite.

Suitable formal qualifications for a role in Risk and Compliance are essential for this role as well as a proven and demonstrated track record within a financial institution.

 A tertiary qualification relevant to financial services or related professional discipline would also be desirable.
