Our client's IT team provides a wide range of servies around the organidsation and they are currently embarking on major technology projects that will transform their business in a number of areas including; virtualisation, mobility and cloud. The IT Business Office is responsible for financial management, management accounting, IT procurement and ongoing contracts management across the IT Business and IT Programs and Projects and you will be an instrumental part of that team.

The Role:

  • Conducting and managing end-to-end procurement lifecycle activities of all ASIC IT Contractors and Consultants ("Contingent Labour") including:
  1. Engaging with stakeholders to ensure requirements are clearly identified and addressed;
  2. Identification of the appropriate Australian Government panel, or Whole of Government contract arrangement to use;
  3. Preparation of RFQ and contract documentation;
  4. Managing the 'go to market' phase – RFQ issue, clarifications, RFQ close and notifications;
  5. Collation and distribution of responses and other information to the IT Managers and other stakeholders;
  6. Collection of risk assessments, evaluation data and pricing;
  7. Preparation of recommendation reports and gaining the appropriate financial delegate approvals to ensure "value of money";
  8. Supplier negotiation and preparation of contracts, work orders and other "Official Order" documents;
  9. Initiating security clearances process for new hires;
  10. Contract execution;
  11. Registration of contracts.
  • Ensuring each procurement activity is carried out in accordance with procedures, policies, legislation and Commonwealth Procurement Guidelines.
  • Applying statutory / legislative compliance, integrity and probity principles in all procurement tasks and related functions.
  • Ability to prepare and write statements of work and other documents, requiring a high level familiarity with IT language.
  • Act as key liaison between the IT Business Office and the IT Managers, Senior Managers and other IT stakeholders, regarding documentation requirements, processes, procedures, policies and activities on all IT Contingent Labour procurement matters.
  • Ability to assess, analyse and resolve stakeholder related queries as they relate to IT procurement, utilising all relevant sources of information, providing them with support, advice and guidance.
  • Act as primary liaison between IT and suppliers of IT Contingent Labour including negotiation of price and/or contract terms and conditions, where required.
  • Tracking procurement activities with regular updating and maintenance of IT Contingent Labour databases.
  • Build, maintain and support on-going relationships with all internal customers, vendors and external customers, providing excellence in all activities focused on servicing all customers.
  • Provide support to other members of the Procurement team in procurement activities for software, hardware and other IT services, where required.
  • Provide support to the Security Pre-engagement clearance process for all IT contingent workers, as required.
  • Support back-end finance processes, such as generating Purchase Orders, as required.

To be considered for this role you will have:

  • Minimum of 5 years relevant professional experience, working in a similar procurement role, is essential;
  • Experience with the government panel procurement lifecycle and the application of procurement policies and procedures;
  • Excellent written, presentation and verbal communication skills, including the ability to communicate and simplify complex concepts and influence decision-makers;
  • A customer service focus, attention to detail and be a team player;
  • Excellent relationship building and stakeholder engagement skills;
  • Strong contract negotiation skills;
  • Ability to work within a fast-paced, high volume procurement environment, with a high degree of organisational and planning skills;
  • Keenness and speed in understanding, dealing with, and resolving a business situation or problem;
  • Ability to work independently with minimal supervision and be accountable for outcomes;
  • Demonstrated experience in working with MS Office suite of products;
  • Experience dealing with program and project managers, particularly within large scale project orientated organisations;
  • Experience within an information technology environment is desirable;
  • Australian Citizenship (mandatory)
