About us
We’re a Crown entity and we’re responsible for the safety and security of New Zealand’s civil aviation system. There’s two parts to our business - the regulatory arm (CAA), which is responsible for the safety oversight of the civil aviation system, and the security arm (AVSEC) who you would have met if you’ve travelled by plane in New Zealand. However, there’s more to the CAA than meets the eye - we have hidden depth, we also have people who work closely with airlines providing safety oversight.
About the role
The Health and Safety Unit is responsible for the delivery of regulatory oversight to all parts of the aviation sector in accordance with the Health and Safety at Work Act 2015. As one of our HSNO delegated Health and Safety Inspectors, you will be drive improvements in aviation safety and provide assurances that help promote confidence in a safe and secure civil aviation system. You will be part of a small and enthusiastic team playing a lead role in the implementation of a consistent and impartial approach to aviation safety and security.
This role will give you the opportunity to positively influence and improve aviation safety by educating and working closely with operators to promote safe work practices. You will be required to exercise sound judgement and responsibility within an established operating framework.
Duties & responsibilities include the following:
- Undertake audit and surveillance activities of primarily large operators and organisations (as defined by Manager HSU) for compliance to HSWA and HSNO requirements, following the Unit audit and surveillance plans.
- Undertake Notifiable Injury and significant Notifiable Incident investigations in collaboration with other CAA Units and external agencies. Completing investigation reports to include findings and recommendations for review by HSU Manager, to established CAA standards and within stated timescales.
- Undertake research into occupational safety & health and HSNO issues within the ambit of CAA HSWA designation and HSNO delegation to identify proactive interventions and improvements within the aviation sector.
- Maintain and manage CAA HSU guidance and information channels (eg Internet site, Fact Sheets, Guidelines, Standards, Training Curricula and Codes of Practice) ensuring they are up to date, relevant and supportive to the target aviation communities.
- Assist with the development and delivery of an appropriate HSWA and HSNO training programme(s), when necessary, to CAA staff.
- Assist the HSU Manager with the review and maintenance of CAA HSWA and HSNO policy, procedures and instructions to cover issues within the scope of the designation including, audit, investigation, education and advice.
- Work with other Units to develop and/or improve Rules and supporting ACs to help drive safety improvements in the New Zealand aviation sector.
What we’re looking for
- Graduate or higher grading in a Health and Safety Association of New Zealand (HASANZ) member organisation institution and/or holds recognised tertiary qualifications relating to occupational safety and health and Hazardous Substances e.g. Dip OSH, Nebosh diploma, or equivalent.
- Minimum of 3 years’ experience in a significant health and safety role, including application of HSWA and HSNO
- Minimum of 3 years’ experience in risk management theory and methodologies, safety management systems, or safety cases on serious investigations relating to Hazardous Substances.
- Aviation industry experience at a level that influenced or improved worker health and safety.
- Able to regularly travel nationally and internationally as required.
