The New Zealand Government has partnered with the Government of Tuvalu to assist The Tuvalu Fisheries Department to deliver against their work plan and set priorities, and develop strategies for delivery of the plan.

The Key Functions for the Tuvalu Fisheries Adviser are to:

  • Build and mentor fisheries management capacity in Tuvalu Fisheries Department to improve outputs.
  • Support the Tuvalu Fisheries Department to maximise opportunities and benefits from sustainably managed fisheries.
  • Provide technical assistance in fisheries policy, management and compliance.

The qualifications and expertise required to be successful in this role will include (among other things): 

  • A minimum of 10 years’ experience in the fisheries sector with at least 5 years’ experience in a senior management and/or advisory role, preferably working in the Pacific region.
  • Experience in representation and negotiation to protect and promote national interests in national, regional or multilateral meetings such as the Forum Fisheries Committee and the Western and Central Pacific Fisheries Commission (WCPFC).
  • Experience working with regional agencies, including the PNA Office, FFA, SPC and Western and Central Pacific Fisheries Commission.
  • Demonstrated skills in initiatives (e.g., training, mentoring, coaching) that build the capacity and capability of people working in fisheries agencies.
  • Demonstrated ability to participate in meetings and consultations at a high level with public and private sector representatives .
  • Demonstrate ability to work in remote locations including willingness to undertake field work in Funafuti and Outer Island locations as required.
  • Demonstrated ability to engage with national, community and village representatives.
  • Excellent oral and written communication with a proven ability to produce high quality reports and position papers.
  • Demonstrated ability to assimilate and analyse social, economic and scientific information in the formulation, evaluation and monitoring of policy initiatives and projects.

Working closely with the Director and the Permanent Secretary of Fisheries you will be required to build positive and productive relationships with local counterparts. You will have the ability to recognise the importance of stakeholder engagement; be self-managing and work independently; be highly organised and have self-motivated structured programme and reporting work habits and understand and respect the culture and diversity of the environment. This is an important technical advisory position with the Tuvalu Fisheries Department. The appointee will therefore be expected to adhere to the professional standards of a senior technical advisor and maintain integrity, objectivity and political neutrality during the assignment.

This role will appeal if you are interested in being part of a programme that directly contributes to the enhancement of local communities in Tuvalu. This role is for a 12 month term, 6 months of the 12 months in country (with up to 2 missions) and 2 months home based, and to start as soon as possible. A possible 3 year extension to be considered.
