Are you able to provide the critical analysis to shape climate change and economic policies towards a lower emissions future for New Zealand?  Do you have the energy and mental agility to take on this challenge, building strong relationships across government agencies and with change agents across the economy and in society?

 

The Ministry for the Environment is looking for a Principal and a Senior Analyst with a wide range of experience, with particular strengths in economic analysis to be a core part of the team supporting the transition to a low emissions economy

 

These are permanent positions based in our Wellington office.

 

We are looking for a Principal and a Senior Analyst to play a thought leadership role in a cross-cutting workstream the Ministry is leading on climate change policy. The Ministry for the Environment is about providing intelligent and innovative environmental policy advice.  The world we operate in is changing.  As our economy continues to grow, more pressure is being applied to our finite natural resources to drive our economic prosperity.  We have major challenges ahead of us, such as climate change, water policy and land use, that require innovative, multi-faceted approaches that balance the often conflicting views of all stakeholders.

 

These are challenging roles that will see you using your highly developed conceptual and analytical abilities as you navigate complex, emerging, and often ambiguous issues.  Your intellectual curiosity means you'll be comfortable creating and taking opportunities and working across environmental, economic and social issues.  You'll also be politically astute, with the ability to reconcile competing and conflicting viewpoints to reach societal consensus on policy approaches.

 

You will work closely with teams in the Climate Change Directorate, but will have a strong outward facing focus too with other agencies, iwi, business, local government and multiple stakeholders.  We are looking for thought leaders as we critically assess and provide advice to Ministers on policies that make economic sense and can support a lower emissions economy, and options for how New Zealand can best meet its international climate change commitments.

 

Working alongside and supporting Ministry Directors and Managers, you'll provide comprehensive, innovative, high quality advice, and help to build capability within the Ministry by providing the leadership that will coach and mentor others.  You will use your excellent judgement and relationship management skills to influence stakeholders to achieve the Ministry's outcomes. 

 

If the following statements describe you, we want to hear from you:

 

  • Proven ability to lead complex cross-government policy development and/or implementation programmes.
  • Proven ability to apply a range of economic frameworks, tools and analysis to complex policy areas, ideally with experience or an understanding of applying those frameworks in the natural resources areas
  • Have highly developed conceptual and analytical skills and experience in developing and implementing workable solutions to ambiguous and complex problems
  • Highly developed interpersonal skills and the ability build and grow collaborative and reciprocal relationships with stakeholders.
  • Proven ability to represent your organisation and are recognised for your expertise by other Government agencies or external stakeholders.

Senior Salary range - $85,153 - $ 115,207. Appointment within this range will be based on skills and experience.
