About the branch:

The Evidence and Insights branch was established in October 2017 and sits within the Corporate, Governance and Information Group (CGI). The Evidence and Insights branch is responsible for the full range of research, evaluation and data analysis functions across all of MBIE's areas of responsibility, providing the good quality evidence that MBIE requires to inform its decisions.

 

About the role:

The Evidence and Insights branch is about to launch a new operating model which realigns its people in multi-disciplinary teams focussed on specific subject matter areas. At the same time, the creation of the new Ministry for Housing and Urban Development highlights the importance of this particular policy area to New Zealand 

The Manager, Housing, Building & Urban Systems will lead a newly created team comprising strategic modelling, analysis, research and evaluation skills. The opportunity and challenge will be to integrate a team with different, but complementary, skillsets into a collaborative, high performing team providing an end to end service that meets or exceeds the expectations of its clients in the housing, building and urban systems policy area.

The relationship of the Evidence and Insights branch and its integration with the work of the new Ministry for Housing and Urban Development has still to be confirmed. This role will therefore be for a fixed-term until June next year while the relationship of the respective functions is determined. 

The role will be responsible for shaping the operating model of the new team. In particular, there is an urgent need to establish how the team engages and communicates with its clients and stakeholders, and how it works in partnership with these stakeholders to create the research strategy in the housing and building space. A successful strategy will provide MBIE with the evidence and insights it requires to make the decisions that will ensure the needs of New Zealand and its population are met.

The role reports to the General Manager of the Evidence and Insights branch. 

As well as leading your own multi-disciplinary team, in this role you will also be responsible for supporting the General Manager in the leadership of the branch, working collaboratively to forge strong relationships with the six other managers in the branch to grow capability across the branch and to foster inter-team cooperation.

Skills and Experience:

We are keen to hear from you if you have:

  • An In-depth knowledge of research, evaluation and analytical disciplines and processes, including latest developments in techniques and practices
  • Experience in leading a research, evaluation or / and analysis functions.
  • Excellent change leadership, communication and coaching skills to embed a culture of excellence in the Branch 
  • An in-depth knowledge of the New Zealand economy and the policy and market landscape across the MBIE portfolio areas
  • Demonstrated experience in influencing policy makers and other stakeholders using a relationship approach
  • A proven track record in leading large work programmes, taking into account both strategic and short-term needs
  • A strategic outlook with the intellectual capability to analyse large, complex issues and readily grasp and synthesise the ideas, analysis and advice produced by others
  • An understanding of government structures, processes, planning and reporting requirements
  • A tertiary qualification (preferably post-graduate) in science, economics or a related discipline
