About us

Education Infrastructure Service (EIS) as a part of the Ministry manages one of the largest property portfolios in New Zealand, composed of over 2,100 primary and secondary State schools and over 8,000 hectares of land with a carrying value of $17.2 billion. EIS is also responsible for managing school payroll, school transport and for the delivery of information communication technology in schools. EIS undertakes around 3,000 projects per annum; a combination of Ministry and School led projects costing at least $800m per annum.

We are looking for a Senior Analyst to be part of a small team responsible for business case development, review and investment advice.

About the role

Reporting to a Senior Policy Manager you will focus on ensuring a robust and compelling case supports new investment, and that advice to Ministers and Cabinet provides analysis and options to make the best decision.

You will oversee, review and produce business cases for proposed new and upgraded schools for the Education Infrastructure Service (EIS). This will involve working closely with the Ministry's regional property teams, external consultants, Treasury and other parts of the EIS group to ensure high quality advice and business cases are developed.

A large part of the Ministry's capital expenditure programme and are funded through a mix of baseline and new funding, the annual Budget process is the mechanism for agreeing funding and priorities.

Business cases and associated advice (including Cabinet papers for large projects) will be used by the Ministry senior management, Ministers, and Cabinet to prioritise and make decisions on funding for new school and upgrade projects.

About you

You will have experience in providing business and investment advice on large property or infrastructure projects and will be a team player, great writer, clear thinker and have strong communication skills. You will use these skills to work across the group and externally in a way that builds credibility and enhances the EIS group's reputation and provides value for money investment for government.
