Purpose of the role

We're looking for an experienced senior leader to lead our new Data and Analytics Consulting business unit for us - designed to manage and deliver our consulting services to our external customers.  We want to lift our customers capability in data and analytics, and that of New Zealand's data system as a whole. 

We want to create a 'front door' or Waharoa for our system capability services, and this unit will be an important coordination point between our Data Capability Hub and those teams (and organisations) who'll provide the required services (and products).

In this role, establishing a consultative approach (using consulting disciplines that are public good or cost-recovered) and a resourcing model(s) with relevant parties will be one of your first deliverables.  There is existing work to draw on to help shape the development of the approach and you'll play a key role in determining how the team functions and is resourced.

To create success, your unit's goals will be:

• Understanding customer demands with our other customer-facing teams at Stats NZ
• Prioritising and managing our request pipeline for technical advice and support services from the data system 
• Identifying suitable resources/providers to assist us with the pipeline
• Scoping work and agreeing services to be provided
• Collaborating with Data Ventures (who creates joint ventures with other parties, including business and government) for a consistent customer experience
• Working with iwi and Maori to lift data capability
• Project managing customer assignments, including the delivery of the Pacific programme, which is a funded commitment with Stats NZ to deliver initiatives that build data and statistics capability in the Pacific. 

Person specifications

To be successful in this role, you'll have proven experience:

• As a senior leader having worked in a consulting environment
• Designing and working with consulting models
• Managing, motivating and developing a talented workforce
• Building and maintaining strong working relationships and influencing across all levels in an organisation.

You'll also have:

• A solid working knowledge of a broad range of processes related to the operations of the public sector and government.
• A demonstrated ability to develop and maintain effective relationships with Ministers, senior public service officials, internal and external stakeholders.
• Well-developed communication skills, and be intellectually, analytically and conceptually agile - able to deal with complex matters, and
• An interest in (or even better, experience in)analytics (data and statistics).
