The November 2016 earthquake caused significant earthquake damage to Council owned Horizontal Infrastructure. The current programme estimate is approximately $39 million and work is close to 30% complete. A Rebuild Steering Group (RSG) made up of the major programme funders (NZTA, MCDEM and KDC) had been established to provide oversight and governance to the rebuild programme. The programme scope and cost is now well defined and funding arrangements in place. A professional services panel is in place and the design for most work packages is underway. Physical works delivery arrangements are also underway. A number of key projects will be starting the construction phase from October 2018. The focus for the programme going forward is delivering the projects through construction on time and budget whilst achieving the required safety and quality outcomes.
Position Purpose
To lead the delivery of the Horizontal Infrastructure Rebuild Programme of earthquake damaged Council infrastructure. This includes 3 waters (sewer, water supply and stormwater), local roads, bridges and structures.
Position Objectives
- To manage and deliver the remaining rebuild programme of works within the agreed funding envelope and programme timeframe (completion by June 2020)
- To ensure all procurement for the rebuild is carried out in accordance with the agreed procurement strategy to achieve Value for Money.
- To provide timely and accurate information to the Rebuild Steering Group (RSG) to give them assurance over the programme and allow timely decision making.
- To continue to work collaboratively with all key stakeholders to ensure best for programme rebuild outcomes.
- To ensure a smooth transition of assets and associated data sets back to KDC which will enable best practice asset management in the future.
- To ensure lessons learned from the rebuild programme are captured appropriately.
