The Rural Connectivity Group (RCG) is a new company that has been established to build and operate a shared mobile phone network to deliver high speed broadband and mobile phone coverage to remote rural New Zealand as part of the Government's rural broadband and mobile black spots initiatives (RBI2 & MBS).  RCG's shareholders and customers are 2degrees, Vodafone and Spark, who will deliver their retail services over the shared network.

As key contributor to the RCG team, the role will report to the Head of Site Acquisition and Planning in Auckland.

The Site Acquisition Manager will be involved in the management of teams responsible for the acquisition of Sites needed for the Build program, and actively negotiating and concluding lease agreements and achieving Resource Consents and other required ancillary consents to achieve Right to Build. This includes the pro-active identification, management and reporting of issues to ensure that the overall program can be met.

Core responsibilities will include:

  • Assisting in the development of the strategy and approach for acquiring all the sites needed for the build programme within the required timeframe, including meeting the business case requirement for no, or very low, cost site leases.
  • The proactive identification, management and reporting of issues to ensure that the overall programme plan can be met.
  • Assisting in the Development of all processes and standards for site acquisition and planning, ensuring cost effective long-term agreements are instigated and that appropriate processes to ensure the ongoing management of site leases are in place.
  • Work with external stakeholders to identify sites that can be acquired with no site lease fees from Government owned organisations or from private landowners who have offered sites.
  • Meeting all site acquisition targets required to ensure the wider delivery programme can deliver on annual network deployment plans.
  • Identify contingency sites that can be used as alternatives when primary sites cannot be obtained.
  • Provide support for the community consultation and stakeholder engagement programme.
  • Maintain an ongoing liaison with local authorities to build excellent working relationships, ensure all planning and regulatory requirements run smoothly.
  • Establish and maintain positive internal relationships with the wider programme team and with key external suppliers and service providers.
  • Assist in the development of a register of sites to be able to manage ongoing lease and maintenance obligations and landowner relationships.
  • Accurately forecast Right to Build and Target Milestones
