About the business and the role

START - Youth Service is contracted to the Ministry of Social Development to provide youth services that empower young peoples' positive engagement in education, training and fiscal support obligations.

We have available 1 (one) position (40 hours per week). Fulltime - Permanent.

 This is based in Palmerston North, and covers the wider Manawatū. This is an exciting opportunity to be at the forefront and part of a vibrant youth service team providing a youth focused service that is dynamic, accessible and results targeted.

All applicants will need to have:

  • Experience in working with young people of high needs
  • Experience in case management and managing a caseload of young people.
  • A strong practical understanding of youth development
  • Ability to work with Māori and Pacific Rangatahi; extensive networks within these community networks highly desirable.
  • Good track record of being a team player
  • Good communication skills (written, verbal and computer literacy)
  • A full driver's licensee
  • Preferably, knowledge of local community networks

Youth Service Case Workers will also need: Extensive relevant experience in youth development & youth work, as well as Experience within Work & Income Processes will also be an advantage.

Job tasks and responsibilities

Promote and ensure the goals and objectives of START- Whana Tū Youth Services are represented and managed within the START- Whana Tū Youth Service case work team / unit of the organisation.

Participate within the gathering of information for the purpose of reporting service outcomes between the START-Whana Tū Youth Service case work team and Iuventus Governance.

Participate within the development and research of best practice models for service delivery, for evidencing best practice for ongoing service advancement and improvement.

Actively participate within the receipt of professional advice and support that will allow growth of a high standard of service delivery in accordance with the accountabilities of the position descriptions.

In regards to the work within START Youth Service case work team, provide intensive case management duties as identified by the team leader:

  • Maintain client centered approach to engaging young people.
  • Encourage positive connections to education, training and work based training.
  • Encourage and if needed, instigate positive connections to family, whānau and community.
  • Clients are supported using the principles of the Youth Development Strategy Aotearoa.

Develop individualised action plans with each client in order to facilitate the achievement of compliance, milestones and success targets:

  • Clients participate in the development of their action plan and review.
  • Clients' whānau / family are given the opportunity to participate, where appropriate.
  • Clients are supported to identify and overcome barriers to engagement.

Clients receiving Youth Payment (YP) Young Parent Payment (YPP) payments (Government Financial Assistance):

  • Provide access for clients eligible to receive YP/YPP payments.
  • Navigate and submit applications on behalf of clients.
  • Support young person to meet obligations.
  • Work with Youth Services team leader to prioritise client and develop strategies to meet client needs, goals and actions.

Providing guidance and assistance for Clients within the (NEET Not Engaged with Education, Employment and Training) Programme.

  • Exploration of Training and Employment opportunities
  • Navigate and assist young people to plan access into Training and Employment opportunities
  • Work with Youth Services team leader to prioritise client and develop strategies to meet client needs, goals and actions. 

Skills and experience

Qualifications:

  • A Level 4 Youth Qualification and / or relevant industry / sector experience (in particular work with youth at high risk)
  • Current FULL driver's licence (car)

Physical Requirements:

  • Good health

Knowledge:

  • Knowledge of social work and social service systems
  • Knowledge of computer and common office electronic communication  systems
  • Understanding of the YDSA (Youth Development Strategy of Aotearoa).
  • Knowledge and understanding of the origins, nature and ethics of social work practices, policies and frameworks

Skills:

  • Team membership skills –  the ability to work cooperatively within a small work team
  • Great 'people skills' for building positive quality relationships with / and motivating young people into education, training and employment.
  • Planning and prioritising the needs of your clients
  • Group & Individual facilitation, consultation and verbal communication  skills
  • Ability to work across a wide section of ethnic gender, age and community sectors, especially within Māori & Pacifica youth populations
  • Good time management
  • Proficient in the use of computer and other office electronic systems
  • Ability in engaging and developing positive and healthy relationships with young people with high needs.
  • Ability in implementing the YDSA (Youth Development Strategy of Aotearoa).

  • Using creative and conceptual thinking processes to understand, describe and solve situations, issues and risks
