We are we are looking for a new Strategy Manager to lead the strategy function as an integral part of the strategy, planning and performance system within Fire and Emergency.

Fire and Emergency New Zealand is a Crown Entity established on 1 July 2017 under the Fire and Emergency New Zealand Act 2017. The role of our new organisation is to reduce unwanted fires, respond to structural and vegetation fires and other emergencies including motor vehicle crashes, medical emergencies, hazardous substance related incidents, natural disasters and support increased community resilience.

Our new, unified organisation provides a fire and emergency service that delivers for communities, and the firefighters who serve them, now and in the future.

The Strategy Manager provides high-value support around strategic conversations for our Strategic Leadership Team (SLT) and the Board. As such, the Strategy Manager will need to challenge SLT and the Board's thinking about the overall business strategy and operating model by asking powerful questions about direction, focus and change and framing important strategic choices for their consideration.

The Strategy Manager will design relevant and clear strategy processes and strategic frameworks for the whole of Fire and Emergency. These will need to integrate business planning, finance and investment portfolio decisions with strategic thinking and direction. They will need to link information about performance, data and evidence to advise on strategy, and provide expert advice and guidance to business groups on how to monitor and report on strategic outcomes.

The purpose of this position is to:

  • drive the development of the organisation's strategic documents and strategy system, including aligning wider organisational strategies with the Fire and Emergency strategic direction
  • design the strategy review and development cycle
  • design and define the strategy framework, including components of the strategic 'architecture' and how they fit together
  • design and manage strategic conversations involving SLT, Board, and business groups to consider and make decisions on the strategy
  • influence the strategic agenda by providing proactive advice to SLT and the Board on longer term issues, implications and strategic choices, and facilitating the conversation about these.

To be successful in this role you will need:

  • experience in a leading a strategic function in a large complex organisation
  • experience designing, implementing and running strategy processes and strategic frameworks
  • knowledge and experience of strategic thinking processes including foresight analysis, scenario planning, and environmental scanning
  • experience of working in seamless partnership with other teams, and of stakeholder engagement and communications in a complex and dynamic political environment
  • a proven ability to develop trust, credibility and collaborative relationships with senior leaders, peers and staff, and demonstrated strong interpersonal skills to successfully negotiate and influence others to achieve shared outcomes.
  • a highly developed analytical and critical thinking ability, with excellent problem identification and solution skills
  • a comfort with ambiguity, with an ability to be flexible and responsive to changes in requirements.

This is a fixed term position for 18 months. The remuneration range for this position is $ 150,427 to $176,974. Benefits include matched KiwiSaver employer contributions of up to 6%, life and income protection insurance for KiwiSaver contributors, and unlimited fair use sick leave policy.
