What you will do

As the Director Strategic Programmes you will be responsible for the overall programme delivery within Defence Estate and Infrastructure ensuring the effective delivery and design of integrated programmes. Working alongside the Project Director and Technical Advisors you will develop a robust Business case which achieves a high level of stakeholder engagement. Effective liaison with all teams in the estate and infrastructure space will ensure that a tangible and cohesive programme of works is in place.

As the lead in this area you will ensure all appropriate controls are in place, monitor and report on progress, manage risk, adhere to budgetary constraints and manage governance of strategic programmes. The role is critical to shaping Defence's comfort with and approach to alternative funding opportunities and ensuring the NZDF is well prepared for and advised on the opportunities, costs and consequences of the approach.

Initially the key focus will be on the Accommodation, Messing and Dining Modernisation (AMDM) programme, exploring acceleration of investment into accommodation and messing by taking a holistic view of how we can better deliver both assets and services. As time progresses other programmes of work for infrastructure and services will evolve.

What we need

You'll have significant experience in building strategic Programmes of work and contract management along with a considerable understanding of standard and alternative funding models.

You're a highly motivated self- starter, confident communicator, astute and politically savvy individual who has experience in delivering successful outcomes in complex stakeholder environments. The ability to bring together and influence a wide range of stakeholders both strategic and operational will be critical and change management will be a high priority focus to achieving this. Strong and proactive client leadership will be essential to ensuring that they have sufficient direction to progress the business case in line with project requirements.

You'll be able to analyse and synthesise complex problems; finding effective solutions that lead to quality outcomes. Your proactive leadership, openness to current ways of thinking and ability to make confident, forward thinking and sustainable decisions for NZDF will be highly valuable.

You'll hold strong leadership skills and be successful at creating collaborative environments, building trust and confidence and delivering a high performing and well-motivated team that is focused on outcomes. You'll have the ability to educate and influence across all levels in the organisation to secure a high level of stakeholder engagement and buy at all stages in the process.

To be successful in this role you'll also need to have a relevant graduate qualification in programme management, business related disciplines such as economics, planning or engineering.

Who we are

The Defence Estate and Infrastructure's purpose is to develop, maintain and manage land, property and infrastructure assets in order to support NZDF military capabilities and all of government outcomes, through the Defence Estate Regeneration Programme. The Defence estate comprises over 80,000ha of land with infrastructure and buildings. Defence Estate and Infrastructure is gearing up for major reinvestment and recapitalisation work over the coming years to 2025.

Defence Estate and Infrastructure is responsible for estate strategy, performance and delivery of fit for purpose and sustainable Defence estate solutions. Key to its success is the bundling of multiple projects into long term packages of work designed to realise potential synergies and other costs efficiencies.

Currently this role is based in Wellington, however, there is the potential consideration for the role working out of the NZDF Auckland Hub Office. In this instance, we would require that the successful person travel to Wellington on a fairly regular basis.

  • is a citizen of, and/or has resided continuously in one or more of the following countries for the last ten years: either Australia, Canada, NZ, the United Kingdom (UK) or the United States of America (USA); and has a background history that is verifiable and can be assessed as appropriate by the NZ Security Intelligence Service (NZSIS) towards a recommendation of suitability for a security clearance at this level.
