About the role

The Quality and Assurance Specialist takes the lead in driving continuous improvement across the organisation and provides both operational and strategic advice to top management on best practice quality and assurance principles and methodologies. A core function of the role is the management of the YMCA Victoria Risk Sub Committee’s Outsourced Internal Audit program to ensure the program is delivered to a high standard in line with the YMCA Internal Audit Charter, Quality and Assurance Policy and Assurance Procedure. The role is also responsible for the development and implementation of workshops and training associated with quality and assurance systems as well as the coordination, support and actioning of management assurance activities.

This is a full-time temporary position until 19 July 2019. The position is based within the Risk, Safety, Environment and Quality Team within Shared Services of YMCA Victoria.


Duties

Audit and Assurance

  • Provide specialist advice and support to the organisation in the development and delivery of the YMCA Assurance Activity Plan
  • Manage the YMCA Victoria Risk Sub Committee's Outsourced Internal Audit Program in line with the YMCA Internal Audit Charter, Quality and Assurance Policy and Assurance Procedure
  • Lead YMCA Quality Champions across the organisation in their ability to carry out audit and assurance activities
  • Ensure a high-quality standard for all assurance and audit activities across the organisation through rigorous monitoring, reviews and reporting to top management including YMCA Victoria's Risk Sub Committee
  • Develop and implement assurance activity tools to support consistent practice across the organisation
  • Drive organisational awareness of best practice principles in line with Institute of Auditors Australia (IIA-Australia)
  • Management of administrative and governance requirements associated with the Risk Sub Committee
  • Work closely with the YMCA Risk Manager to ensure the Outsourced Internal Audit Program is linked with YMCA Victoria's strategic and operational risk profiles
  • Provide direction and specialist advice for corrective actions and non-conformance identified through internal and external audits and assurance activities
  • Provide independent assurance and audit advice to the Board and Risk Sub Committee as required


Consultancy Provision        

  • Resolves complex/technical problems in relation to the practical application of management response actions
  • Provide organisation wide direction and specialist advice in relation to  best practice auditing and assurance principles and methodologies
  • Develops new, innovative ways of applying quality and assurance process reflective of each operational area
  • Management of the RSEQ component of our intranet (RSEQ Hub) to drive organisational awareness/engagement  
  • Lead organisational understanding of the Outsourced Internal Audit Program
  • Identification, development and provision of training to support ongoing engagement Quality and Assurance programs and activities in line with the YMCA Victoria Assurance Program
  • Provide specialist advice and support to the Quality and Assurance Manager in responding to tenders
  • Project management leadership to RSEQ, Support Services and Operational projects in line with SMART plans


Monitoring and Reporting

  • Analysis of data and preparation and delivery of RSEQ reports covering the areas of: External audit outcomes, organisation wide accreditation and certification status, outsourced internal audit program status and outcomes, management assurance activity status and outcomes
  • Support the development and implementation of internal audits across the organisation and work with stakeholders to action recommendations made as a result of audits
  • Coordinate and facilitate audits across the organisation in line with the YMCA Victoria Assurance Program
  • Reporting internal audit findings, formulating recommendations for corrective actions and monitoring of implemented corrective actions to top management including Operational Leadership Team, Executive Leadership team and the Board's Risk Sub Committee
  • Ongoing monitoring and reporting on key Quality Assurance System indicators

Management and facilitation, in liaison with the Integrated Systems Manager, of Quality Management System and relevant certifications including:

  • Document control
  • Consultation and communication
  • Record management
  • Management review
  • Improvement plan development
  • Complaints and non-conformance management
  • Legal compliance frameworks

  • Lead, promote and support a culture of Quality and Assurance awareness throughout the organisation  
  • Actively drive, coach and promote quality best practice throughout all operational relevant sectors

Knowledge and Experience

  • Specialist knowledge of the internal audit function
  • Demonstrated experience managing an internal audit program across an organisation
  • Demonstrated experience in the development and implementation of an assurance program
  • Experience in engaging a wide range of internal and external stakeholders
  • Experience in administration within quality management systems (desirable)


Qualifications and/or Licences

Tertiary qualifications in Audit and Assurance, Lead Auditor qualified, Working With Children, Safeguarding Children and Young People Certificate (completion upon successful application)
