Central and Eastern Sydney PHN is a Not-For-Profit Primary Health Care Organisation covering Sydney Local Health and South Eastern Sydney Local Health District regions.

Our aim is to increase the efficiency and effectiveness of primary health care services for patients particularly those at risk of poor health outcomes; and improve coordination of care.

About the Role:

The Planning, Strategy and Evaluation Manager is responsible for identifying strategies to strengthen the primary health care management and service delivery system for CESPHN, providing expert advice to stakeholders on industry best practice in support of the organisation’s vision, goals, values and strategic direction. 

Key Responsibilities:

  • Oversee and coordinate the administration of planning and reporting documents including Strategic Plans, Activity Work Plans and Budget, Annual Report, 6/12 Progress Reports and Quarterly Board Reports.
  • Lead the development and updating of needs assessments and provide support throughout the commissioning cycle.
  • Oversee the development of population and health status profiles for the region, profiling service arrangements and service activity and modelling demand projections.
  • Assist in the identification of funding opportunities and preparation of funding tenders and submissions, supporting the development of Grants and Innovation proposals through provision of evidence-based information.
  • Oversee the development of an organisation wide monitoring and evaluation framework with a view to embed robust monitoring and evaluation processes across programs and commissioned services.
  • Map the capacity of internal staff data and evaluation skills and develop responsive training to address gaps and build organisation capacity.
  • Oversee the development of a data plan and system to house all data including those from commissioned services, population health, health services and programs.
  • Provide support to internal teams on data analysis, guidance on developing indicators and evidence-based decision making for new/existing programs.

ESSENTIAL Criteria:

The successful candidate will have a minimum of three years’ experience in managing complex projects coupled with Master of Public Health or equivalent qualifications.

You will also have:

  • Demonstrated experience in project management with the ability to deliver and lead teams in complex and challenging environments.
  • Strong organisational skills and the ability to set priorities, work effectively, and achieve desired outcomes within specific timeframes.
  • Proven ability to think conceptually, analyse complex issues, develop innovative solutions within organisational constraints, and prepare high level reports and budgets.
  • Demonstrated ability to effectively engage a wide range of stakeholders including the Local Health Districts, nongovernment organisations, community organisations, universities, clinicians, and the public in leading effective service system reform.
  • Proven high level written, verbal and electronic communication skills, and ability to successfully manage communications across a decentralised organisation.
  • Intermediate knowledge of Microsoft Office based computing applications, e.g. Excel, Word, Database, SharePoint etc.
