Nindilingarri Cultural Health Services (NCHS) is an Aboriginal Community Controlled Health Organisation (ACCHO).  It began in 1995, following a wide reaching community consultation.  The consultation aimed to establish the type of health service the local Community wanted.  The clear message from this consultation was that the community wanted a holistic, culturally appropriate service that recognises the impact of Aboriginal Law, Culture, Spirit and Land issues on the health of the Community. The Community also specified that they wanted an ACCHO that focused on disease prevention and health promotion. Most importantly, they wanted a service that worked together with the existing, State run, hospital service to avoid duplication of services and improve the quality of services for local people.  It was from this consultation that the concept of a partnership between the Fitzroy Valley Health Service (FVHS) and NCHS was formed. 

Nindilingarri Cultural Health Services is committed to delivering a range of holistic and culturally appropriate health care services to the Indigenous population of the Fitzroy Valley, amongst whom traditional law, language and cultural practices remain strong. Located in the heart of the Kimberley region of Western Australia, 260km from Derby and 290km from Halls Creek, we service 45 Indigenous communities scattered over an area of approximately 300km.

KEY OBJECTIVE: To coordinate and participate in the development, delivery and evaluation of NCHS programs and services.

KEY RESPONSIBILITIES:

  • Work under the direction of the CEO and in conjunction with Senior management of NCHS as well as other members of the NCHS team to assist with program and service development, delivery and evaluation;
  • To work closely with communities and key service providers, where appropriate, to develop innovative multisectoral local approaches to the prevention and management of chronic diseases;
  • Contribute to, participate in, and maintain a commitment to continuous quality improvement and various accreditation certification processes, including program evaluation and consumer satisfaction;
  • Provide infromation, options and advice to CEO/CSM and FD in relation to strategic directions, development, implementation and critical review of Nindilingarri health program initiatives;
  • Participate in recruitment, selection, orientation, support, performance appraisals and development processes of NCHS staff;
  • Provide supportive supervision to the Coordinators and team members of the HACC Program, ADMH Program, Environmental Health Program and the Health Promotion Team;
  • Ensure that program and service objectives are achieved, and monitor progress against organisational Action Plans;
  • Actively participate in the delivery of the various programs both locally and in remote communities;
  • Source and persue funding opportunities as appropriate in conjunction with CEO and FD;
  • Coordinate the timely and accurate preparation of reports, statistics and other records in accordance with organisational and funding body requirements;
  • Support the role of the Fitzroy Valley Health Partnership and work with all partner organisation to achieve common goals and objectives;
  • Support and progress collaborative working relationships with other service providers in the Fitzroy Valley and the Kimberley region;
  • Actively encourage the dissemination of up-to-date accessible health information to Nindilingarri staff, committee and Fitzroy Valley communities;
  • Contribute to, promote and adhere to the philosophy, policies and procedures of the Nindilingarri Cultural Health Services;
  • Maintain the highest level of commitment and achievement in Occupational Safety and Health, Equal Employment Opportunity, Code of Conduct, Code of Ethics, Performance Management, Customer Focus, Disability Services and Confidentiality standards in the workplace at all times;
  • Undertake other duties as delegated by the CEO;

KEY SELECTION CRITERIA

  1. Demonstrated experience in health services and human resources management including supervising staff, delegating responsibility and performance management;
  2. Demonstrated experience in project development, implementation and evaluation of health promotion programs;
  3. The ability to work independently as part of a team in a multidisciplinary environment;
  4. High level oral and written communication skills, including the ability to communicate effectively and strategically at all levels including with community organizations and individuals, staff and Committee, government departments and funding bodies;
  5. Experience in preparation of funding submissions, reports and correspondence;
  6. Demonstrated ability to lead through collaborative working relationships and promoting shared ownership of goals, programs and outcomes;
  7. Previous experience working with Aboriginal people, and a sound knowledge of Aboriginal health issues and the difficulties faced by ACCHOs;
  8. Demonstrate a working knowledge of Occupational Safety and Health, Equal Employment Opportunity, Code of Conduct, Code of Ethics, Performance Management, Customer Focus, Disability Services and Confidentiality standards;
  9. A current driver’s 'C' class licence;
  10. A satisfactory National Police Record check (NPR reports will be considered with reference to the inherent requirements of the position);
  11. A Working With Children clearance.

Desirable:

  1. Experience in developing, implementing and evaluating health programs;
  2. Previous experience working  in a remote area;
  3. Recent management experience in the Aboriginal health sector.
