Role Overview
Working within CAE’s Defence & Security business, the Proposal Manager will be responsible and accountable for the planning, development, validation and delivery of compliant, professionally produced proposals within customer-defined timeframes. This is a highly networked role that requires an ability to work under pressure and to challenging deadlines.

The Proposal Manager should be an accomplished leader who understands project management, contracts, and business capture. The preferred candidate will have proven successful experience in proposals development and will have some familiarity with the Defence industry in order to be conversant in their terminology, policies, organizational structure, etc.

Core Responsibilities:

  • Manage and direct all proposal efforts and personnel to co-ordinate and produce the proposal response.
  • Ensure bid strategy is defined and aligned with win strategy.
  • Review solicitation documents to understand the proposal deliverables, capture the customer’s issues and needs and translate them into winning themes.
  • Direct the creation and review of a proposal outline and writing assignments plan.
  • Coordinate and review/edit proposal input from a variety of stakeholders, typically involving contributions from business development, engineering, project management, product teams, finance, commercial, legal, etc.
  • Assist in analysing the solicitation document requirements against the proposal response document to ensure compliance and responsiveness to the customer’s needs.
  • Conduct regular proposal progress status meetings and maintain the proposal development schedule
  • Lead preparation of and present to management all proposal gate review material.
  • Interact with various business functions across the organisation, including business development, training solutions, program management, operations, engineering, legal, etc., during the preparation and validation of the proposal.
  • Generate proposal development budget estimates and manage allocated budget.
  • Negotiate and validate workshare allocations between global CAE sites for intercompany proposals.
  • Support business growth and continuous improvement initiatives, as directed by the head of bids/capture.

    Knowledge, Skills and Personal Attributes:

  • Possesses highly developed leadership and communication acumen.
  • Can communicate and influence at a senior level
  • Experienced in scheduling and running proposal kick-off meetings, leading storyboarding sessions, facilitating key review meetings /final document review, co-ordinating proposal governance /sign off, document production and delivery of the completed proposal.
  • Ability to coach capture team members and proposal contributors in proposal best practices
  • Proven ability in planning, producing and delivering compliant proposals within a complex business environment.
  • Has the ability to manage and motivate proposal development teams, develop and maintain relationships with internal staff and ensure a high level of service.
  • Can demonstrate initiative and the ability to multi-task, while successfully managing conflicting deadlines.
  • Is outcome-focused, with a drive to deliver professional, quality offerings.
  • Possesses excellent attention to detail

    Highly Desirable:

  • Capable of obtaining Defence security clearance and access to ITAR data
  • An understanding of ASDEFCON and Defence proposal process and Defence procurement practices
  • Experience writing proposals, preferably Government/Defence pursuits
  • Project management experience
