Randstad are currently recruiting for a 26 week VPS 6 level role for an ASAP start. Please see below for more details and apply if you believe your experience aligns with this role.


The Project Manager Education Initiatives will support the implementation of the Head start and related initiatives through the gathering and communicaiton of information and advice to the VSC on industry perspectives

The purpose of this role is to:

  • Develop or coordinate the development of employer inputs as required
  • manage relationships with industry stakeholders and ensuring clear communication of advice to the VSC based on the terms of reference for engagement
  • Ensure advice and outputs from industry engagement are documented in a form that supports the activities of the VSC and Government.

Key Accountabilities

Financial Authorisation

  • Exercise the duties in accordance with the approved position (as a financial delegate) as authorised under Direction 2.4 of the Standing Directions of the Minister for Finance
  • Approve financial obligations (expenditure and commitment) for the appropriate transaction type and value as authorised under Direction 2.4
  • Ensure that the purchasing rules and principles of procurement have been followed as per departmental procurement policies

Contract Management - Purchasing

  • Conduct regular performance meetings and monitor milestone achievements with suppliers
  • Clearly define roles and expectations between the supplier and the department within a contract
  • Establish and maintain regular and productive working relationships with suppliers under contract
  • Negotiate contract key performance indicators with suppliers
  • Prepare simple documentation, manages records and processes
  • Resolve contract disputes and discrepancies as required

Procurement Responsibilities

  • Anticipate and manage the risk associated with the procurement activity
  • Ensure that the appropriate level of analysis is undertaken for a procurement activity and that the appropriate level of approval is sought
  • Enter purchase requisitions into Ariba and processes invoices
  • Use appropriate purchasing processes that reflect the complexity of the procurement in accordance with departmental policy

Stakeholder Management

  • Manage relationships with and between program or project stakeholders
  • Provide information and communications to program stakeholders

Program governance and compliance

  • Establish and manage governance arrangements, processes, bodies and working groups
  • Work closely with business areas and sponsors to ensure that the program or project continues to deliver upon organisational goals

Scoping and Planning

  • Develop a plan to achieve these including a project schedule, activity sequencing, dependencies, timelines, risk management strategies, resource requirements etc.
  • Plan the sequence of projects or activities to enable effective implementation
  • Understand business needs to ensure the program or project is designed to deliver upon desired organisational goals

Program and Project Delivery

  • Identify and document program or project risks and issues and develop effective management strategies
  • Initiate, accelerate, decelerate, redefine and terminate projects or activities as necessary to achieve outcomes and strategic benefits
  • Obtain approvals as required for scope, resources and cost variations
  • Proactively manage scope issues as required to deliver program or projects on time and on budget
