The role of Staff Officer 2 Engineer – Information Management Systems supports the system design and implementation of Safety and Environment information management systems in Navy and Defence.

Under direction from Assistant Director Policy and Framework, maintain key safety and environment policies and supporting tools. This will include researching, interpreting, consulting, analysing and implementing changes, as well as conducting quality assurance activities to assess the impact of changes within:

a.          Navy Safety Systems Manual

b.         Environmental Management System (EnvMS)

c.          Chief of Navy’s Due Diligence Framework.

  • Facilitate the implementation and sustainment of the RAN’s Safety Management System (SMS) and EnvMS tools.
  • Support the use of SMS as a Defence-wide tool by providing expertise as required.
  • Responsible for co-ordinating the implementation and sustainment of the RAN SMS and EnvMS.
  • Develop and monitor a risk management plan for Navy’s utilisation of safety and environmental management reporting systems.
  • Provide input to papers and reports regarding policy and information system changes and issues for the Navy Safety Board and the RAN Senior Officer responsible for Regulation, Certification and Safety.
  • Implement ongoing improvements to Navy’s safety and environment policies and risk management frameworks to improve and align consistent with Defence policy.
  • Oversight, co-ordinate and manage SMS and EnvMS strategic and configuration management plans and refine and review as required.

Pay and Benefits

You will be paid while you undertake your training and will receive health and dental care equitable with Medicare benefits under the provisions of the Health Insurance Act 1937. As a minimum, when clinically indicated, Defence will normally fully fund the range of health services which are routinely available in the Australian public health system. Candidates may be entitled to subsidised accommodation.

Fixed Period of Appointment

Candidates will be appointed into the Naval Reserves for a period of five years. 

Period of Appointment

A Naval Reserve employment contract for Continuous Full Time Service of three (3) years will be offered.  Consideration of a two (2) year contract extension may be considered subject to Navy service requirements.

Entry Requirements

Medical and Fitness Requirement

To be appointed, you must be medically and physically fit for entry to your chosen occupation including fitness for sea service. This is partially assessed from the completion of an extensive questionnaire covering your medical history, followed by a physical examination.

The Physical Fitness Assessment may be assessed at Navy Age Specific.

Security Clearance Requirement

The Department of Defence requires all ADF entrants to obtain a Negative Vetting 1 security clearance upon entry.

A process of background checks, collection of relevant information and, as required, interviews enables the Regional Security Office to make an informed assessment of an applicant’s suitability for a security clearance.

Current policy requires applicants for this particular avenue of entry to have lived in Australia for the preceding 10 years, or have a checkable background for this period. Waivers may be considered.

Citizenship Requirement

Only Australian citizens are permitted to serve in the ADF.

If you are a permanent resident of Australia, the ADF may consider a temporary waiver of the citizenship requirement if the position for which you are applying cannot be filled by an applicant who meets all of the citizenship requirements, and then only in exceptional circumstances. You will be required to then obtain Australian citizenship as early as possible following appointment.

Education and Experience Requirements

  • Engineering qualification(s) and/or significant project management experience. Mandatory
  • Eligibility for Engineers Australia membership [Professional Engineer, Engineering Technologist, or Associate Engineer]. Mandatory
  • Excellent written and verbal communication skills. Mandatory
  • Career experience in Software Project Management. Highly Desirable
  • Career experience working with Risk Management Systems and tools. Highly Desirable
  • Career experience in Information Managements Systems operations management, development. Highly Desirable
  • Excellent interpersonal and team skills. Highly Desirable
  • Working knowledge of Defence financial policies and procedures, or ability to acquire this knowledge. Desirable
  • Proven ability to operate within a risk management framework e.g. ISO 31000. Desirable

Military Training

Following appointment, members will complete the RAN Mid-Career Entry Course (MCEC) at the Royal Australian Navy College, HMAS Creswell, located in Jervis Bay Territory, 180km south of Sydney and 35 km southeast of Nowra in New South Wales. This course, conducted over a period of five weeks, is designed to give sufficient military knowledge and skills to render effective service in the Royal Australian Navy in select roles.
