About The Role

An exciting and challenging opportunity has arisen for a suitably qualified and highly motivated Technical Officer - Parks and Gardens to join the Civil Operations Branch at Noosa Council.

The successful applicant will implement the planning and delivery of projects relating to landscaped areas, tree management, the Noosa Botanic Gardens and other parks across the shire.

The position will provide technical advice to members of the branch, other areas of Council and Council’s external customers in relation to parks, landscaping and arboriculture activities. Further the incumbent will coordinate the planning, scheduling and technical aspects related to reactive and programmed maintenance of trees and landscaped areas across the Noosa Shire.

KEY RESPONSIBILITIES

  • Implement Councils parks, landscaping, and Botanic Gardens plans to achieve positive outcomes.
  • Contribute to the coordination of Council’s Parks infrastructure and landscaping teams through developing work plans, facilitating projects, providing technical advice, monitoring progress and identifying workforce planning opportunities.
  • Liaise with external agencies and other areas of Council with regard to arboriculture, parkland and public garden planning and management.
  • Coordination and delivery of policies, guidelines and decision making framework in accordance with Standard Procedures and Council values.
  • Work closely with other Parks and Gardens staff to ensure an integrated approach across the team.
  • Coordinate the planning of maintenance works to ensure compliance is achieved regarding tree works across the shire including roadways, parks and landscaped areas.
  • Audit and inspect parks, gardens and landscaped areas and compile short and long term operational plans to maintain these areas. Provide the lead in compiling strategic and operational maintenance plans, budgets and schedules for trees, reserves and landscaped areas maintenance activities.
  • Collect and interpret data and provide mapping solutions relating to trees, parks and landscaped areas.
  • Assist with the implementation of regulatory requirements regarding trees in roadways, parks and landscaped areas throughout the shire.
  • Assist in the preparation of workplace health and safety audits and/or preparation of briefs for external auditors to identify safety issues.
  • Project manage specific activities that relate to trees, reserves and landscaped areas. This includes engaging and managing contractors.
  • Such other relevant duties as required from time to time which would generally fall within the scope of this position.

POSITION REQUIREMENTS  

Essential Skills, Knowledge and Experience

  • Extensive knowledge and experience in parks and gardens maintenance activities including an understanding of arboricultural issues and park, playground and public space compliance requirements.
  • Experience in developing works programs including budgets, program implementation and monitoring activities to ensure successful delivery of parks and landscape maintenance.
  • Strong analytical, conceptual and investigative reasoning skills with proven ability to analyse data and make recommendations gathered from investigations.
  • Proven ability to supervise and motivate others to achieve the required outcomes.
  • Demonstrated organisational and time management skills to meet conflicting priorities, goals and objectives.
  • Strong customer service skills with the ability to network and build effective working relationships to understand business needs and workplace activities.
  • Demonstrated skills in the use of a range of programs including MS Word, Excel and Project.

Desirable Skills, Knowledge and Experience

  • Experience in GIS and spatial data management.

Essential Qualifications, Training and Licences 

  • Formal qualifications in one or more areas of arboriculture, horticulture, environmental management, landscape design, systems management or equivalent.
  • Driver’s Licence – “C” class.

Desirable Qualifications, Training and Licences 

  • Project management qualifications or training.
