This exciting role sits within Council’s Regulatory Services Department, reporting to the Team Leader Public Safety and Security. 

Regulatory Services encompasses a range of functions including Public Health, Planning Compliance, Animal Management, Local Laws and Parking Management.

This role has the responsibility for several functions within the department including,

  • Engaging the community in developing and delivering litter prevention projects as guided by Council’s Waste and Litter Strategy
  • Monitoring and submitting funding submissions
  • Undertaking litter enforcement activities
  • Supporting Council’s Litter Action Task Force and a range of other public and community safety initiatives. 

The primary objectives of the position include:

  • Assist in the development, delivery and review of Council’s Waste and Litter Strategy.
  • Assist in developing and delivering community engagement, education and enforcement programs that reduce impacts of environmental harm across the municipality.
  • Assist in improving the safety and amenity of the municipality through the enforcement of relevant legislative controls relating to litter and environmental matters.
  • Support Council’s Litter Action Task Force (LATF) to achieve positive outcomes as directed by Council’s Waste and Litter Strategy.

To be successful in this role, the applicant will require the following knowledge, skills, experience and attitudes:

  • Certificate IV in Local Government (Statutory Investigation and Enforcement), Municipal Law Enforcement, Animal Management, Diploma of Justice or equivalent, preferably with some experience as a Council Litter Prevention Officer, Local Laws Officer or similar.
  • Demonstrated experience in developing and delivering community engagement, education and enforcement projects, including obtaining and acquitting grants.
  • Demonstrated sound knowledge of Acts relevant to the position and the ability to accurately interpret and apply the requirements.
  • Demonstrated ability to accurately apply standardised procedures and practices associated with interpreting relevant Acts, Regulations and Local Laws including the ability to understand relevant precedents and previous decisions.
  • Demonstrated ability to conduct investigations involving interviewing and obtaining statements from both witnesses and offenders within the rules of evidence, the writing of associated reports and briefs of evidence, initiating prosecutions and appearing in court as an informant or witness.
  • Demonstrated ability to effectively manage time to achieve daily work tasks and workload, clearly plan, prioritise and organise work, within the resources available and within a set timetable.
  • Demonstrated ability to work in a team environment and gain the cooperation and assistance of other team members and Council management and staff.
  • Demonstrated willingness and capability to work evenings and weekends and undertake rostered on-call availability.
  • Demonstrated excellent customer service skills including the ability to gain cooperation from others and diffuse difficult inter-personal situations / confrontations in a tactful and personal manner.
  • Demonstrated Computer literacy skills including functional use of Microsoft Office software and other relevant databases.
  • Current Victorian Drivers Licence
  • Satisfactory Police and Working with Children’s Check.
