ABOUT THE ROLE

Full Time to 2021


BUSY’s VAFS provide an apprenticeship regulatory field service to the Victorian Registration and Qualifications Authority (VRQA). The service provides risk assessment and investigation services to detect and report non-compliance, to increase regulatory awareness and presence amongst employers, apprentices and trainees. The scope of investigations includes obligations under Training Contracts and relevant Acts and Regulations. The process involves interviewing employers and apprentices and some other stakeholders and examining records to inform findings. Investigations are typically conducted at work sites.

PRIMARY DUTIES:  

  • Conduct investigations resulting from escalations from Risk Assessment Services andcampaigns (specific purpose investigations targeting defined regulatory questions in identified industries, occupations or locations)
  • Assist in the resolution of disputes between parties to the training contract.
  • Where necessary provide detailed reports to the Delegate for decision related to Disputes or Investigations
  • Research information including the training contract, relevant prior history including previous investigations, disputes or complaints
  • Verify that the parties are fulfilling their obligations under training contracts including by interview and sighting of relevant evidence
  • Educate the parties on their rights and obligations.
  • Write concise, objective and accurate reports for investigations that detect non-compliances
  • reporting filed intelligence on a regular basis  
KNOWLEDGE, SKILLS & EXPERIENCE:


Key skills needed relate to Investigations, associated report writing skills and knowledge of apprenticeship regulatory requirements. An outstanding candidate may be considered without experience in one of these requirements.

  • Experience or demonstrable ability to investigate matters and make appropriate decisions and recommendations
  • Ability to interpret, articulate and apply legislation and policy to determine compliance requirements for stakeholders.
  • Experience or capability to prepare and write clear and concise reports
  • Knowledge of vocational training issues, the contemporary regulated employment and training environment, and legislation as they relate to Victorian apprenticeships.
  • Demonstrated ability to work independently to achieve challenging KPI’s.
  • Driver’s License – safe driving record  
QUALIFICATIONS:  

  • Certificate IV in Government Investigations or willing to achieve the qualification or a superior qualification within 12 months of commencement.  
Note: There are a number of roles being advertised. Each role will primarily but not exclusively service defined geographic locations. At various times travel to other areas around the State will be required and some (limited) overnight travel should be expected. As the role will travel extensively around the allocated region on a daily basis, applicants should nominate their preferred location(s).


The 5 Regions are:

  • South West and North Western Region (e.g. Wimmera, Barwon, Central Highlands, Western Melbourne, Loddon, Hume )
  • South East (Gippsland, Southern Melbourne, Bayside)
  • North East and inner Melbourne (Ovens Murray, Goulburn, Eastern Melbourne)
  • Inner West (Higher density western and Northern Melbourne)
  • Inner Melbourne (Eastern, South eastern and North Eastern areas)  
A program head office will be established within 20-30 minutes of Melbourne CBD though these roles are not expected to attend the office regularly beyond meetings and training.
