About the Position

Located within the Office of the Chief Operating Officer - Corporate Safety and Risk Branch, this position provides expertise in corporate Workplace Health & Safety (WHS) and coordinates the delivery of WHS policies, procedures and activities to the City of Gold Coast (City) Directorates.  The position is responsible for operational WHS planning and overseeing the implementation of corporate WHS strategies and initiatives at the business level and monitoring the levels of success to encourage continual improvement in WHS Management in the City.

 

The position is a corporate governance role and works under the limited guidance of the Executive Coordinator Corporate WHS and is required to undertake considerable consultation, communication and demonstrate leadership with stakeholders across all City Directorates, with City agents and other external stakeholders.

 

Key Deliverables of the position:

  • Lead the Corporate WHS Governance Team, WHS Performance Team and Assurance and Compliance Team.
  • Develop and implement the WHS Policy, WHS Management System, Corporate Objectives and Targets and Corporate and Directorate Management Plans. Identify and propose WHS programmes and initiatives to drive continual improvement in WHS Management throughout the City.
  • Direct and coordinate the implementation of corporate WHS programs to achieve the desired outcomes in accordance with Business Cases, Project Management Plans and organisational needs. Define project scope, goals and deliverables for corporate WHS projects that support business goals in collaboration with management.
  • Deliver safety advice as the subject matter expert on all areas of safety management in particular, hazard and risk management, incident investigation, auditing and contractor management ensuring the essential transfer of skill and knowledge to workers.
  • Provide technical support and guidance to the Corporate WHS Teams in the application of the City's WHS Management System.
  • Coordinate the collation of corporate statistics and reporting in relation to workplace health and safety strategic key performance indicators. Develop and deliver safety performance progress reports, proposal, and presentations.

About You

To be successful in this position, you will have:

  • Tertiary qualifications in Work Health & Safety or a similar discipline, or an equivalent level of qualification, and/or demonstrated significant experience in workplace health & safety management at a senior level.
  • Certified Safety Management Systems Lead Auditor.
  • Demonstrated people leadership and people management skills.
  • Well-developed interpersonal, written and verbal communication skills, including the ability to proactively consult with a range of employees.
  • The ability to contribute to the development and achievement of group objectives, is respectful, actively listens to and seeks out opinions and ideas from others.
  • High level effective analytical, problem solving and incident investigations skills.
  • A commitment to model positive leadership behaviours, consistent with those contained in the City's Leadership Capability Framework.
  • Strong understanding and working knowledge of the WHS Act and regulations, AS4801, National Audit Tool, codes of practices and relevant legislation and standards.
  • Demonstrated knowledge and substantial experience in WHS risk management, emergency response and incident investigation at corporate, strategic and operational levels.
  • Demonstrated project management skills with the ability to develop, administer and manage, and co-ordinate complex policies, programs, projects and resources effectively.
  • Extensive experience in safety data analysis, reporting and presentations.
  • Experience in building a strong safety culture across a large multi-disciplinary entity.
  •  Demonstrated knowledge in developing, reviewing, evaluating and auditing Management Systems.
