Our client is a local council located in the CBD. They are currently seeking an experienced Procurement Officer for a minimum 4-month contract to start in August and has opportunity to be extended.
Responsibilities will include but not be limited to:
- Assist in the promotion of sound procurement practices through maintaining compliance to the Local Government Act 1989 and all relevant Council policies and procedures.
- Assist in the administration of Council's contract management system and other procurement software solutions including the Procurement Intranet site.
- Participate in selected tendering projects including the development of tender documents and the construction and issue of related contracts.
- Facilitate or participate on tender evaluation panels as required.
- Assist in the development of procurement processes and procedures that align with the requirements of the Local Government Best Practice Guidelines.
- Apply and maintain probity in all procurement and purchasing functions.
- Provide support and advice to internal service units on procurement enquires/issues.
- Assist the Coordinator Strategic Procurement with internal organisational training programs.
- Provide training to individual staff members and new contract manager inductees in the use of Council's contract management system.
- Assist the Manager Strategic Procurement with projects as required.
- Assist the Coordinator Strategic Procurement in the development and administration of periodic reports.
- Attend external meetings with various Local Government, State Government and other external parties as required.
- Maintain a pre-qualified supplier list and other procurement items on the Intranet system.
- Assist in the development and update of categories of spend.
To be successful for the role you will possess the following:
- Experience in procurement particularly in Tendering and Contracts. Proficiency in software applications (Microsoft products and procurement systems).
- Sound knowledge of Local Government practices.
- An understanding of the requirements of Section 186 of the Victorian Local Government Act.
- Current Victorian Drivers Licence.
- Ability to work in accordance with Council values and behaviours.
- Experience and demonstrated knowledge of Procurement processes and the application of electronic purchasing systems.
- Demonstrated ability and experience in using Microsoft software and other procurement systems.
- Knowledge of quality and continuous improvement systems.
- Organisational skills to achieve objectives within timeframe requirements, excellent teamwork and time management skills and the ability to undertake tasks with limited supervision.
- Sound interpersonal and communication abilities and skills
