The Victorian Government is establishing an independent statutory body to regulate the provision of labour hire services in the state. The Labour Hire Licensing Authority will provide protection for vulnerable workers against exploitation by providers of labour hire services and host employers, and will improve transparency and integrity of the labour hire industry. The Authority will license labour hire providers, undertake enforcement and compliance activity and maintain a public register of licensed labour hire providers. A critical focus of the Authority will be broad collaboration and engagement with stakeholders and the sector to maximise compliance.

The Commissioner, initially based in Melbourne for approximately six months, will lead the Authority, setting its direction during and post its establishment in Bendigo, Victoria. The Authority will be located in the Victorian Government's new Bendigo GovHub when it is completed. The Commissioner will be responsible for the efficient and effective performance of all of the new Authority's functions under the Labour Hire Licensing Act 2018 and will provide leadership to the Authority staff to ensure effective strategic planning, people management, governance, operations and practices.

The appointee will have demonstrated experience in managing a regulatory function and a sound knowledge of Victoria's framework for compliance and enforcement. An understanding of the Australian industrial relations framework, fair work system and employment law in the Commonwealth and Victorian jurisdictions will be important. High level capability in leading and managing professional staff as well to consult, communicate, influence and negotiate with stakeholders, (including ministers), at the most senior levels in the public and private sector will be critical.
