About the Property & Procurement Department

This department is part of our Finance & Strategy Division, and is responsible for the City's end-to-end procurement and contract management functions, including our diverse buildings portfolio, facilities maintenance, lease management, property acquisitions and disposals, fleet management and the procurement function.

 

About the role
This position will effectively manage an allocated procurement portfolio of tenders/quotations and provide the organisation with procurement advice that is in line with industry best practice and organisational policies and procedures.

 

This is a temporary full-time position for 2 years.

 

Key responsibilities

  1. Role model and promote Council values in all aspects of duty.
  2. Provide efficient and effective supervision of procurement activities, ensuring that procurement activities undertaken by Council, complies with probity principles, legislation and organisational policy and procedures.
  3. Provide strong leadership for all procurement processes undertaken.
  4. Ensure that the production of procurement documentation complies with all legal requirements.
  5. Maintain the accuracy of standards, ensure potential tenderers are provided with all required documentation and meet agreed timelines.
  6. Facilitate procurement processes so as to ensure all prospective suppliers have an equal opportunity to tender or quote and that procurement activities are carried out to attain value for money outcomes for Council.
  7. Demonstrate sound administration practices for Council procurement and the maintenance of all files ensuring all records are up-to-date and accurate.
  8. Provide support and advice to other business units which contribute to the effective and efficient administration of procurement processes and contracts.

Key selection criteria

  1. Experience in procurement, preferably within the public sector.
  2. Knowledge of Local Government Act 1989.
  3. Understanding of technical literature, standards, manuals and codes of practice.
  4. Efficient, effective planning and use of own time including the ability to set priorities and achieve set objectives.
  5. Ability to successfully negotiate and resolve conflict.
  6. Ability to prepare effective, clear and concise reports and correspondence on matters relating to the position.
