The Northern Territory Department of Primary Industry and Resources is seeking an Incident Controller to oversee the response of the detection of Citrus Canker in the NT, which has been underway through a nationally supported control and eradication program, since April 2018.

Primary Objective
The position is responsible for delivering management structures and activities that support planning, development, implementation and reporting of the Citrus Canker Emergency Response and the associated communication and community engagement required to meet the objectives of the Biosecurity Emergency Response Plan.

 

Key Duties and Responsibilities

  • Manage and direct the operations of the State Control Centre for the Emergency Response Plan (ERP), including the upsizing and downsizing of the SCC based on operational requirements, when authorised.

  • Develop and deliver management structures and activities that support planning, development, implementation and reporting to meet the objectives of the Emergency Response Plan.

  • Consult with and provide high level strategic advice to the State Coordinator, Consultative Committee on Emerging Plant Pests (CCEPP), the National Management Group, participating State, Territory and Federal Government Agencies, Non-Government Organisations (NGO's) and Industry on the development and implementation of policies and strategies to deliver a cost effective response.

  • Manage the interface between the State Control Centre and the community to ensure that stakeholders are consulted and engaged in the implementation of the program.

  • Report to the CCEPP on the effectiveness of the eradication program against key program performance indicators.

  • Ensure effective, efficient and sustainable service delivery through robust operating systems and a quality focus on management practices.

  • Ensure effective workplace health and safety systems are in place across all aspects of State Control Centre operations.

  • Ensure effective staff performance management systems are developed and implemented.

  • Monitor staff performance and undertake employee performance management reviews.

 

Selection Criteria

  • Demonstrated relevant leadership experience in a dynamic and rapidly changing work environment, with the ability to respond to, anticipate and to manage change.

  • Comprehensive knowledge of current and emerging biosecurity issues and response arrangements at the Local, State and National level.

  • Demonstrated high level communication (written and oral), interpersonal, negotiation and change management skills.

  • Demonstrated management experience in an emergency response

  • Demonstrated experience in effectively managing working groups in local and remote locations to ensure their health and safety.

 

Desirable

  • Tertiary qualification in relevant field
