We are looking for a Senior Business Analyst to join our Government Client based in Melbourne.  This is an excellent opportunity to grow and develop your leadership and business analyst skills whilst gaining a foot in the door with a Government Organisation.  
 
Job Description

The Tax Avoidance Taskforce (TATF) was established to ensure that every multinational company operating in Australia pay the right amount of tax. The TATF intends to deliver on government commitments by 2020 and deter future taxpayer behaviours that result in tax avoidance. The Taskforce has called out the improved use of analytics to effectively mitigate against strategic international tax risks by improving detection methods. A suite of improved data and analytics solutions have been identified with business partners. These products and services will be designed to deliver value, realise efficiencies and enable transformational change. Solutions will be delivered by Data & Analytics product teams that will rely on a mix of both internal and external expertise to deliver outcomes. 
 
The successful candidate will use business analysis and communication skills to lead and develop requirements, analysis, process and system documentation to support delivery of a number of data and analytics initiatives for the TATF. This may include activities relating to data on-boarding and exchange, development of risk an assurance models, delivery of business reinvention initiatives and business decision making support tools. 
 
 
Detailed Criteria 
  • Research and analyse problems, issues and ideas to contribute to the design of practical solutions and processes that meet business intent. 
  • Demonstrated ability to adapt to large organizational structures either through diverse public service experience or relevant demonstrated business analysis experience in large public sector organizations. 
  • Have demonstrable practical experience in a Data & Analytics environment eliciting and documenting current and future states, user pathways, business rules, measurable benefits, use cases, business requirements, high- level solution designs and requirement specifications as well as help in the development and implementation of test and release plans. 
  • Have demonstrable practical experience in documenting IT Business Process Analysis/Design. 
  • Demonstrable practical experience & expertise in eliciting requirements, enabling solution discussions and documenting high level future state documents & related processes along with documenting measurable benefits. 
  • Be accountable to develop sound documentation to inform and influence decision making and work independently and as part of a team to deliver quality and visible outcomes. 
  • Plan, organise and lead the activities of a team and individual team members, engaged in business systems and/or process design to ensure closure and delivery on intended results, within established frameworks. 
  • Be accountable for the accurate completion of work within timeframes and quality requirements, share own expertise with others, guide and mentor less experienced. 
  • Understand and address the key concerns of the audience, tailor communication style and language according to their level of knowledge, skill and experience. 
  • Engage with stakeholders on unique, very complex and/or sensitive issues in order to provide or obtain information on solution requirements and design, or to influence them to recognise a particular situation. 
  • Build and sustain effective working relationships between the work area and others in relation to the design of workable solutions that meet client needs and business intent, and ensure alignment with the existing structures. 
  • Work with SME’s to recognise and resolve unique or ill-defined problems using professional knowledge and experience, identify and generate new ideas, devise and/or analyse alternative courses of action and their implications, and advance new approaches. 
  • Guide discussions that identify approaches to resolve problems using while providing input using professional knowledge and experience as well as identify and help develop ideas, analyse alternative courses of action and their implications. 
  • Have expertise in applying established methodologies and tools to understand, analyse and document business processes and requirements in line with technical, administrative or policy constraints. 
  • Tailor communication style and language and engage clients according to the audience's level of knowledge, skill and experience in order to understand the problem, issue and opportunity to meet needs identified. 
  • Work collaboratively as a member of a team to sustain effective working relationships and independently as required. 
  • Understand and comply with legislative, policy, regulatory and other established frameworks 
  • Engage with stakeholders in order to provide or obtain information or to influence them to recognise a particular situation. 
  • Undertake work with team members to produce low level business specifications which model/specify the problem and design solution.

  • Experience in delivering Data and Analytics solutions to support business decision making, 
  • Exceptional business analysis skills and demonstrated experience in delivering artefacts to support the development of successful client centred solutions in a team environment, 
  • A demonstrated commitment to self-development, accountability and skills transfer. 
  • Desirable: Demonstrated experience in end to end system testing, developing test cases, involving users and documenting outcomes. 
  • May be required to apply for a Baseline clearance.

Eligibility
To be eligible for employment at this federal department, you must meet the following minimum requirements:
  • Hold Australian Citizenship or be a permanent residence for a minimum of a 5 year footprint

  • Be willing and eligible to obtain a security clearance to the appropriate level, if applicable to the position
