About the NHVR

The National Heavy Vehicle Regulator (NHVR) commenced operations in 2013 as an independent body responsible for regulating all vehicles in Australia over 4.5 tonnes gross vehicle mass. The NHVR minimises the compliance burden on the heavy vehicle transport industry, reduces duplication and inconsistencies across state and territory borders, and ultimately provides a one-stop shop for the heavy vehicle road transport business with government in Australia.

About the role

The NHVR Regulatory Compliance Division provides leadership in the development of national compliance, assurance and intervention strategies and the delivery of consistent, coordinated and effective operational activities and outcomes. 

The National Investigations Coordinator will play a key role in the supervision and direction of specialist investigators as well as providing coordination for nationally-focussed investigations to facilitate a consistent approach.

Key Responsibilities/Accountabilities

  • Provide clear direction, advice and guidance to specialist HVNL investigators to generate high quality safety and compliance outcomes.
  • Build and implement national strategies and high level plans for the delivery of nationally consistent investigations.
  • Coordinate the delivery of priorities for action to enhance, broaden and sustain the national responses and capability for HVNL investigations.
  • Coordinate and lead the National Investigations Coordination Group, ensuring the delivery of desired outcomes.
  • Identify national HVNL investigation training and resourcing needs to ensure processes are developed to meet those needs.
  • Provide specialist advice for the evaluation and review of investigation programs, systems, strategies and actions.
  • Prepare a range of complex policy documents including Policy Papers, Options Papers, Reports and Briefings, Procedural Documentation, Templates and other correspondence.
  • In collaboration with the NHVR intelligence function, monitor industry trends that impact safety and compliance to inform operational deployment strategies and policy development.
  • Deliver on agreed outcomes, model high standards of professionalism and ethical behaviour; demonstrate self-awareness and a commitment to personal development.

Skills and Capabilities

  • Demonstrated knowledge of and superior ability to apply Chain of Responsibility legislation under the HVNL and an ability to interpret and apply laws from multiple jurisdictions relating to evidence, criminal offences, court proceedings, and the responsibilities imposed upon authorised officers.
  • Demonstrated high-level problem solving skills to analyse and develop approaches to combat sophisticated and systemic offending.
  • Demonstrated ability to plan and coordinate Chain of Responsibility investigations and deliver quality safety and compliance court outcomes, at a National level.
  • Superior ability to consult, negotiate and develop productive working relationships with stakeholders and coordinate working groups comprising of internal and external stakeholders to ensure that deliverables and deadlines are achieved.
  • Superior high level written, oral and interpersonal skills including clear and concise analysis and expression of complex issues.
  • Demonstrated high level of commitment to tasks and the ability to work autonomously or collaboratively as a team member whilst exhibiting high levels of discretion and ethical conduct.

Qualifications and Experience

Essential to the Role:

Certificate IV or Diploma of Investigations, or equivalent or higher qualification

Desirable to the Role

  • Extensive experience in the management and coordination of complex investigations in a team environment.
  • Extensive knowledge or the ability to rapidly acquire knowledge of Heavy Vehicle legislation.

The successful candidate will be required to undergo criminal history and background checks.  All NHVR employees are required to comply with legislative and regulatory requirements and NHVR policies and management standards.
