Contract Management and Procurement, equivalent to EL1 – Assist the director by driving rigorous contract management, financial management, contractor and portfolio performance management, which contribute to the longer term portfolio asset planning, governance and compliance.

  • Assist with management of the delivery of the department’s property performance and reporting functions; in consultation with key stakeholders, property branch (all
  • Directors and National Manager), CEO Group and Procurement Branch, the market place and the Service Provider;
  • Undertake rigorous contract management and administration across all property related contracts ensuring the optimum service outcomes are achieved and service provider performance is of the highest standard, with ongoing reviews of scope to ensure alignment to departmental evolving needs and currency of the contract scope;
  • Undertake detailed analysis of service provider performance against contracted performance frameworks and maintain currency of performance framework to ensure achievement of evolving departmental outcomes;
  • Assist with all property services contract management and administration matters escalated to the Section. Oversee the delivery of quality assurance, audit, risk and compliance programs;
  • Contribute to the Strategic Portfolio Asset Management Plan that underpins property decision making within the department, including the maintenance of Individual Asset Management Plans;
  • Contribute to the department’s Property Management Plan to ensure the delivery of Portfolio outcomes, noting interdependencies with other function streams;
  • Contribute to strategic property services contract governance, procurement and financial management advice and assistance to the National Manager and Property Committee on a variety of property issues;
  • Identify, develop and implement opportunities to improve property management practices; and maintain all relevant accommodation standards, policies and guidelines, and review processes and procedures on a regular basis; and
  • Assist in the preparation of briefings and technical position papers as required; and
  • Liaise and communicate with internal and external stakeholders as appropriate.

Desirable Knowledge and Experience –

  • Knowledge and previous experience in managing WoAG Coordinated Procurement activities at an Entity level;
  • Previous experience and knowledge of outsourced Property Service Arrangements
