The Opportunity

The City of Gold Coast currently has two opportunities available in the City Development Branch within the Economy, Planning and Environment Directorate. The two Supervising Engineers of Contributed Assets are responsible for the successful delivery of high quality contributed assets constructed by the development industry to be handed over to various Council asset custodians, assets total worth are circa $170 mill p/y. These positions ensure the quality control of construction throughout the City of Gold Coast in accordance with Council’s Land Development Guidelines, standard drawings and specifications.

The two positions directly supervise two teams of technical civil and environmental engineering officers providing coaching and mentoring opportunities. The successful individuals will have a high level of experience in civil and environmental engineering municipal infrastructure construction phase compliance, including administrating security bonds and assessment of as constructed data. A sound knowledge in the area of survey plan sealing practices that are associated with the position and as-constructed data assessment is also required.

Key Position Responsibilities

  • Successful delivery of high quality developer contributed assets including, sewer, water, roads and drainage, bridges, landscaping, water sensitive urban design assets and related as-constructed data to relevant asset owner sections of Council
  • Apply innovative solutions to engineering design and construction issues and various supporting business procedures to ensure developer requirements are satisfied and asset owner requirements are delivered in a timely manner
  • Identify potential risks to construction phase compliance activities, follow up to ensure risk mitigation strategies are developed and applied in constrained timeframes
  • Develop and maintain open and transparent working relationships between internal and external stakeholders, consultants, contractors and developers
  • Foster a working environment conducive to achieving quality outcomes through effective management of organisation change

Technical Capabilities and Qualifications

  • Excellent interpersonal, written and verbal communication skills including consultation and negotiation skills to coordinate and manage delivery of civil and environmental engineering infrastructure to Council
  • Exceptional analytical, problem solving and investigative skills to provide sound advice and recommendations to influence required outcomes
  • Ability to provide specialist advice with regard to civil engineering design solutions to complex design infrastructure conflicts and constructability constraints that arise
  • Experience in the direct supervision of a team of multi-disciplinary professionals in a civil and environmental engineering environment
  • Experience with the development of policies, procedures, work instructions and updating of engineering technical standards and guidelines
  • Substantial experience in construction phase compliance practices in the area of civil and environmental municipal infrastructure and experience acquired within a local government context desired
  • Tertiary qualification in Civil Engineering or equivalent knowledge
