The Land Access and Statutory Approvals Advisor will have responsibility for providing specialist technical support and advice to key internal and external stakeholders on land access and statutory approvals requirements during the design, construction and operations phases of the National Broadband Network (nbn). This role will primarily work with and support other Land Access & Statutory Approvals (LASA) Advisors in the VIC/TAS region. 

Key requirements of the role include: 

• Work collaboratively with Delivery Partners to enable a clear understanding of statutory approval requirements, assist in obtaining permits and resolving escalated issues/objections as appropriate. 
• Minimise Delivery Partner risk in ensuring that relevant Commonwealth, State/Territory and Local Government legislative and statutory approval requirements are met. 
• Work collaboratively with regional nbn deployment, design, stakeholder, HSE, and network operations staff during the design, construction and network operations phases of the nbn rollout. 
• Attend and/or lead land access and statutory approval related stakeholder meetings with approval authorities and relevant external stakeholder groups. 
• Elevate contentious issues to the LASA State Lead- VIC/TAS and VIC/TAS State Manager. 
• Provide input into LASA strategy, document, process and system development.
• Review and provide feedback on Delivery Partner draft design, construction and Practical Completion items for LASA activities. 
• Undertake Audits and report to VIC/TAS State Manager on areas of non-compliance.
• Undertake high level strategic engagement with key state/territory statutory approval authorities and departments as part of regional approval authority engagement program. 
• Develop and implement annual national Portfolio Plans for lead area/s of responsibility and be the nominated Subject Matter Expert (SME) for the team. 

This role will also support and work within the Land Access and Stakeholder Engagement regional team and with other Land Access and Statutory Approval Officers based in other states as required. 

Key Accountabilities: 

• Work collaboratively with nbn regional deployment, design, HSE, network operations and maintenance delivery partners to enable a clear understanding of legislative and statutory approval requirements and assist/undertake where appropriate. 
• Under guidance of the State Lead - LASA provide written and verbal advice to internal and external stakeholders on specialist land access & statutory approval requirements.
• Develop and implement annual national Portfolio Plans for area/s of responsibility. 
• Undertake audits to determine contractor compliance with regulatory requirements.
• Attend meetings with key internal and external stakeholders to provide input on land access and statutory approvals related matters 

Person Specification: 

• Relevant tertiary qualifications in Town/Urban Planning or Environmental Science.
• Preferred to have experience and knowledge of working with the Telecommunications Act 1997 and associated Low Impact Facilities Determination.
• Excellent interpersonal, research, written and oral communication skills and a strong interest in and appreciation of construction planning processes, requirements and issues. 
• Minimum 3 years practical experience in a similar role within a telecommunications organisation involved in land access, or an equivalent major project company.
• Microsoft Office Software - Word, Excel, PowerPoint, Outlook.
• Highly developed communication, project and Stakeholder management skills.
